Companies like Petrobras, which receive exemption from the Tax on Circulation of Goods and Services (ICMS) for being part of the Petrochemical Complex of Rio de Janeiro (Comperj), will have to generate at least 3.500 jobs in the region.
Law 8.707/2020, by Deputy Anderson Alexandre (Solidarity), which guarantees jobs in the region, was enacted by Governor Wilson Witzel this Tuesday, January 21.

According to the Legislative Assembly of Rio de Janeiro (Allerj), the norm, which was valid only for the operation phase, became law and is also valid for the construction and implementation phase.
The norm that benefited Comperj with the tax exemption was established in 2009, in order to avoid hiring other states.
In addition to Itaboraí, residents of the municipalities of Araruama, Cachoeira de Macacu, Casimiro de Abreu, Guapimirim, Magé, Maricá, Niterói, Nova Friburgo, Rio Bonito, São Gonçalo, Saquarema, Silva Jardim, Tanguá and Teresópolis will also have priority in hiring.
Petrobras has not yet manifested itself with the restriction imposed by law.

In the same month, the Board of Directors of the state-owned company requested a survey of alternatives for the Comperj area, including integration of the Duque de Caxias refinery (Reduc) with some Comperj hibernated units for the production of high-quality basic lubricants and fuels, and the possibility of building a thermoelectric plant to take advantage of the gas produced in the pre-salt region.
