IBP Works With the Federal Government to Ensure the Entry of Foreigners in Oil Platforms, Justifying the Need for People With Specific Knowledge

95% of oil and gas extraction and production in Brazil comes from offshore activities, meaning extraction in deep and ultra-deep waters. Just like food production and healthcare services, the activities that ensure the production of oil and gas cannot stop, considering the numerous consequences that may arise if this supply runs out.

In such a crucial moment when Brazil and the world face a pandemic, the lack of supplies and basic services can jeopardize the lives of many.

Therefore, the Brazilian Institute of Oil, Natural Gas and Biofuels (IBP), led by Clarrisa Lins, is working to ensure that some of the restrictions imposed by governments do not interfere with this vital activity.

In offshore oil and gas production, for example, the presence of professionals from other countries, who possess specific knowledge, is required. However, as everyone is aware, the country has restricted the entry of people from abroad in order to curb the spread of the disease.

IBP, along with the Federal Government, is attempting to reach an agreement to guarantee the entry of these professionals into the national territory. The institute is also striving, through other actions, to ensure the supply of fuels and support for public health.

Below is the statement from the Brazilian Institute of Oil, Gas, and Biofuels (IBP) regarding its prevention and combat actions against the coronavirus.

“Report to Brazilian Society and Our Stakeholders

The Brazilian Institute of Oil, Gas and Biofuels – IBP, an entity that brings together the major companies in the oil and gas industry operating in Brazil, expresses solidarity with Brazilian society at this moment of unity in the fight against the pandemic caused by the coronavirus.

We speak on behalf of all our members – over 300 companies, ranging from oil and gas production to fuel distribution, with the responsibility we have to provide energy safely and reliably. In this critical moment for humanity, we must ensure that this essential service will not be lacking in the national territory.

Thus, our companies are working tirelessly, dedicatedly, and carefully to protect the health of everyone involved in the production chain, ensure the integrity and safety of our operational activities, and continue to provide the critical services of fuel and LPG supply to the Brazilian population.

We have been counting on the partnership of the Federal Government, through the Ministry of Mines and Energy, and State Governments, as well as the regulatory agencies we interact with, and we reiterate our thanks.

It is essential that some aspects of our activities are preserved during this time of crisis and exceptionality we are experiencing, considering the complexity of our value chain. Various government instances have already shown sensitivity to these aspects, some of which are reiterated below.

National Supply

We are working to ensure that the national territory is not subject to interruptions in the distribution of liquid fuels and LPG. Thus, we need to have continued guarantees of the circulation of trucks and essential personnel for this activity, with the necessary safety, across all States of the Federation.

Aware that the Federal Government is harmonizing any restrictions on circulation with State Governments, we count on such coordination to ensure the continuity of supply.

Offshore Production

More than 95% of Brazilian oil and gas production occurs at sea, in deep and ultra-deep waters. Workers dedicated to this activity operate on a shift schedule, onboard platforms at sea. Following the recommendations of the World Health Organization and all necessary measures to preserve personnel safety, operating companies are adapting their regimes to the crisis situation and expect to receive support from all parties involved.

Some activities related to platform operations are performed by expatriates, due to their specific knowledge, and it is necessary to guarantee that they can enter national territory. We are working with the Federal Government for this purpose.

Regulation

Our activity is regulated by various agencies, to which we provide accounts regularly. In this moment of crisis, we are, in partnership, optimizing efforts to prioritize what is essential for maintaining safe activities and providing essential services. We thank everyone involved for their open dialogue and understanding.

Humanitarian Action

We applaud the actions that some companies have taken to offer solutions to the sanitary challenge we face. We have initiated, in dialogue with our associates, the identification of additional health public support measures and will communicate them as soon as they are ready.

IBP maintains an open and transparent communication channel with its associates and with Brazilian society. Aware of its role as a provider of an essential good for the economic activity of our country and the well-being of the population, IBP and its associated companies commit to doing everything within their power to overcome this crisis together.
