It Was Published in the DOU, a Decree in Which the Federal Government Will Support the Mining Sector Through the Strategic Minerals Policy
Last Thursday (25), the current president Jair Bolsonaro (Without party) signed and it was published in the Official Gazette of the Union (DOU) a decree in which the federal government established the Strategic Minerals Policy with the aim of identifying exploration projects in the mining sector of interest to the country, which will start receiving support from the Investment Partnership Program (PPI) in the environmental licensing process. The decree also establishes the Interministerial Committee for the Analysis of Strategic Minerals Projects.

The policy, in support of mining, was created and qualified in the PPI, the program of privatizations and concessions to the private initiative of the federal government.
The Secretary of Geology, Mining and Mineral Transformation, of the Ministry of Mines and Energy (MME), Alexandre Vidigal, explained that the new policy, published in the DOU, can reduce the dependence on the import of these minerals.

“The decree establishes a policy to promote the development of the Brazilian mining sector with a focus on minerals of high interest for the country from a strategic point of view. This includes reducing dependence on imports, the high-tech industrial application, and the economic interest for Brazil. The impact on the sector is the increase in mineral production, due to the streamlining of environmental licensing procedures.” He states.
Criteria Proposed by the Federal Government for the Qualification of Mining Projects in Brazil
Brazil has relevant reserves of strategic minerals with potential for economic utilization, according to the Federal Government. “These are important mining projects, considered mature and with financial resources available for implementation, but that present or may present challenges in their development due to complexities in the environmental licensing process,” he explained.
Such projects will be qualified according to the following criteria: mineral goods of which the country depends on high percentages of imports for the supply of vital sectors of the economy; mineral goods that are important due to the application of high-tech products and processes; or mineral goods that hold comparative advantages and are essential for the economy due to the generation of a surplus in the country’s trade balance.
The Federal Government explains that, “The objective of the initiative is to ensure the internal supply of mineral goods of which the country today is strongly dependent on imports, to consolidate and maintain the status of a large producer and/or exporter of certain mineral goods, and to allow Brazil to occupy spaces and achieve positions of global leadership in new mineral chains that are expected to have strong growth in demand.”
Participation of the DOU
The Official Gazette of the Union (DOU) contains information on all public acts related to the Union, that is, all laws and other publications of federal scope are disclosed therein.
The DOU also encompasses the announcement of public tenders and their results, or even, is involved with judicial or administrative processes, it is important to have and monitor the DOM, DOE, or DOU.
The newspaper Official Gazette of the Union includes reliable information, such that it is used by companies and public agencies to verify whether actions have been formalized, or to publish in the DOU dismissals of employees and job abandonments.
