The construction of the refinery at the Port of Açu, in São João da Barra (RJ), which was scheduled to start in March last year, had to be postponed due to delays in the environmental licensing caused by the suspension of activities by INEA due to the pandemic. Oil Group expects to resolve the licensing issues by the first half of the year and start civil construction works by the end of this year.
The refinery at the Port of Açu will be modular and will have an initial capacity of 20 thousand barrels/day. According to Massa, the idea of a modular refinery is to bring a niche and logistical advantage. It is installed in a region close to an oil production point, produces the derivative, and distributes it nearby.

As for the projects in Espírito Santo, they are still in the development phase, but according to an executive, everything points to 2021 being the year of achievements.
According to Luiz Massa, the full resumption of the projects at Oil Group should start to become a reality this year. The plan for 2021 at Port Açu is to proceed with the environmental licensing so that by mid-year, we can develop and complete the basic project, acquire the ready FED in hand, and be prepared to begin civil works.
“This is the Açu project. The other projects will cease to be materialized in the form of conceptual projects and will begin to become real projects, with the acquisition of land, the start of environmental licensing, etc.” says Massa.
According to him, “the government is doing a good job trying to face the crisis. This crisis at a global level has never been seen before in modern society, but this same society has shown the capacity to combat the crisis, not through resilience, but through the high investment made in technology to ensure the continuity of most activities. Many companies have suffered. Many companies will still suffer; the governments will still suffer. But it is a reality that we cannot turn our backs on. We have to face it head-on. That’s why, in my opinion, the government is doing a good job. But I couldn’t say, given so many nuances, so many opinions, and so many items to be resolved, how the government could act better than it is. That’s how I see it,” concludes the director of Oil Group, in an exclusive interview with Petronotícias.
