The Largest Wind Farm of Neoenergia in Brazil Began Construction in 2020 and Is Progressing Rapidly, Generating Many Jobs in the Region
Neoenergia is advancing in the construction of the Oitis Wind Farm, located in the municipalities of Dom Inocêncio (PI) and Casa Nova (BA). The works started at the end of 2020, three months ahead of the business plan, and, at a rapid pace, the company has already completed 39 out of 103 foundations that will receive the wind turbines, which represents more than 37% of the total. The enterprise will be the largest for the group in Brazil, with 12 parks totaling an installed capacity of 566.5 MW, and has commercial operation expected for the first half of 2022.

In addition to the civil works for the wind farms in both states, work has begun on the installation of the Oitis substation – which has had the transformer bases completed – and a 70-kilometer transmission line, both operating at 500 kV. The line will carry the energy produced to the Queimada Nova II substation (PI), the connection point of the park to the National Interconnected System (SIN).
Over a Thousand Professionals Are Working on the Construction of the Oitis Wind Farm
“We are advancing with the civil works, ahead of our business plan, and promoting socioeconomic benefits for the region, aligned with the company’s purpose of fostering sustainable development in its areas of operation. Today, of the more than a thousand professionals working on the construction of the Oitis Wind Farm, almost 40% are local labor, generating employment and income. The expectation is to reach 1,500 jobs at the peak of the works,” says the Renewable Projects Superintendent of Neoenergia, Leandro Montanher.

Among the benefits for the region are the provision of free training courses and the donation of 520 food baskets to vulnerable families in the municipalities of Dom Inocêncio and São Raimundo Nonato in Piauí and Casa Nova in Bahia. In partnership with the Government of Piauí, vaccination against Covid-19 has begun for all professionals working at the sites of the ten parks in the state. Additionally, Neoenergia donated 1,300 PFF2 model respiratory protection masks, the most effective model for coronavirus prevention; 400 rapid SWAB tests, and 200 rapid tests, among other supplies to assist in combating the disease, such as gloves and 70% alcohol.
In the construction sites, measures to prevent Covid-19 are being adopted among workers. The use of masks is mandatory and social distancing is recommended. The company has reinforced the cleaning of work areas and guidelines on personal hygiene and has provided protective equipment.
The new wind enterprise will sell 96% of the generated energy in the Free Contracting Environment (ACL), demonstrating a new business model of Neoenergia, more focused on the free market. Part of the energy has already been sold, ensuring the anticipated return rates. The installed capacity of 566.5 MW is enough to supply a city with 2.7 million inhabitants, comparable to the population of capitals such as Salvador (BA). By being a clean energy source, Oitis will avoid the emission of 1.2 million tons of CO2 into the atmosphere over 20 years, equivalent to the emissions from approximately 330,000 common cars, or the fleet of Florianópolis (SC).
Neoenergia Is Also Advancing with the Implementation of the Chafariz Wind Farm, Under Construction in Paraíba
Neoenergia is also advancing with the implementation of the Chafariz Wind Farm, under construction in Paraíba. Surpassing the expectations of the business plan, the first 29 wind turbines of the project have begun commercial operation, with an installed capacity of 100.48 MW. Delivery is 17 months ahead of the contract’s effective date in the regulated market.
In total, there will be 136 turbines distributed across 15 parks, totaling an installed capacity of 471.2 MW. The commissioning of the equipment was made possible due to the early energization of another company project in the region, the Santa Luzia transmission line, which is part of batch 6 of the auction held by the National Electricity Agency (Aneel) in December 2017. The first segment has been delivered, which includes a new substation and 124 kilometers of transmission line operating at 500 kV, between the municipalities of Santa Luzia and Campina Grande. The substation will connect Chafariz to the SIN and became operational 21 months ahead of the schedule set by the regulatory agency.
The enterprise has operational synergy with the Luzia solar plants, construction of which began by Neoenergia in May and is currently in the earthwork phase of the substation plateau. The plants will have an installed capacity of 149.3 MWp and are the first project of the company for centralized large-scale photovoltaic generation. The works commenced with 100% of the parks’ energy sold in the ACL until 2026. The company expects commercial operation to begin in the second half of 2022.
