The Construction Sector in Pará Grows with COP 30 Projects and the New PAC, Generating Thousands of Jobs and Boosting the Economy, Despite the Lack of Qualified Labor.

The state of Pará is experiencing one of the most promising periods for the construction sector, with direct reflections on job creation and the heating of the local economy. The engine of this growth comes from two major drivers: the preparation of the capital for COP 30 in 2025 and the resumption of federal investments through the New Growth Acceleration Program (PAC) and the My House, My Life housing program (MCMV).

Only in the Metropolitan Region of Belém, dozens of projects are already underway, encompassing urban infrastructure, basic sanitation, and housing, as well as improvements in tourist facilities and road system renovations.

The impact of these actions has been felt both in the city’s landscape and in employment rates, which place Pará at the forefront of formal job creation in the North of the country.

Projects Multiply and Transform Belém for COP 30

With the countdown to the 30th UN Conference on Climate Change (COP 30), Belém is preparing to welcome delegations from around the world.

To this end, structural projects are being prioritized: streets are being requalified, public spaces are undergoing renovations, and new tourism and hotel ventures are beginning to emerge.

These initiatives not only make the city better prepared for the event, but also heat up the construction sector. According to the president of the Construction Industry Union of the State of Pará (Sinduscon-PA), Fabrizio Gonçalves, the movement began as soon as COP was confirmed:

“Our Caged shows a growth of almost 23% in the number of jobs. This is due to investments at the municipal, state, and federal levels, with large volumes in infrastructure, mobility, and also from the private sector. The construction sector is one of the big beneficiaries of the COP being held in Belém.”

Job Creation Hits Records in the State

The growth scenario is confirmed by official data from the New Caged (General Register of Employed and Unemployed).

Only in February 2025, Pará registered 4,424 new formal jobs, the highest balance in the North Region. The construction sector was the fourth sector with the largest contribution to this result.

In 2024, the sector recorded over 84,000 admissions in the state, with about 17,000 in Belém alone. In 2025, the numbers remain positive: 12,729 new positions have already been created, with 3,955 in the capital.

At the national level, construction is also experiencing growth, with over 465,000 admissions in the first four months of the year. These data reinforce the central role of the construction sector in Brazil’s economic recovery.

Lack of Qualified Labor in the Construction Sector

Despite the positive moment, the sector faces a structural problem: the scarcity of qualified professionals.

The demand for masons, electricians, carpenters, and machinery operators exceeds the available supply in the market, requiring quick and effective solutions.

Fabrizio Gonçalves warns that the lack of labor is not exclusive to Pará, but directly affects the pace of ongoing projects:

“Today, our main difficulty — not only here in Pará but nationally — remains the scarcity of labor.”

Training Professionals for the Construction Sector

In an effort to address this gap, the Ministry of Development and Social Assistance signed an agreement in March with the Brazilian Chamber of Industry Construction (CBIC). The goal is to train beneficiaries of the Unified Registry (CadÚnico) and the Bolsa Família program, so they can enter the construction sector.

The training will be offered in partnership with SESI and SENAI, with courses targeted at the areas most in need of professionals. Additionally, beneficiaries will continue to receive government assistance for six months, even after they start working.

“The most important aspect of this agreement is that this person will continue to receive the benefit during the transition, which provides extra security for them. The sector sees this initiative positively, which can minimize the labor shortage and, at the same time, help the population, as it generates jobs for those in need and assists us in construction,” concluded the president of Sinduscon-PA.

Chain Effect Strengthens the Local Economy

The impacts are not limited to construction sites. The construction sector generates positive effects throughout the production chain: it boosts commerce, strengthens the building materials industry, stimulates the transport sector, and increases demand for specialized services.

Small businesses, local suppliers, and service providers also reap the benefits of this movement. The result is a virtuous cycle of growth that directly benefits the economy and the population of Pará.

With new projects underway and an accelerated construction agenda, the construction sector in Pará is expected to maintain a strong pace of hiring in the coming months.

The expectation is that the number of job vacancies will continue to grow, driven by public investments and the confidence of the private sector.
