Workers Demand Advancements in Collective Agreement, Question Cuts, Changes in Working Hours and Advocate for Pensioners Penalized by Petros

A new wave of tension has taken over the oil and gas sector in Brazil, as the FUP rejected the proposal from Petrobras for the Collective Labor Agreement 2025/2027. The decision was made on November 7, 2025, following assemblies of the 14 affiliated unions. The state of strike was communicated on November 10, 2025.

The movement does not foresee an immediate shutdown. However, it reveals a growing mobilization and widespread discontent among workers. The FUP states that the proposal reduces rights and worsens working conditions. Furthermore, it imposes unilateral changes to the working hours of doctors and dentists.

Labor Impasse Gets Worse with New Meetings and Symbolic Protests

The meeting on November 11, 2025 brought together the Petrobras board and representatives of the FUP. The meeting served to discuss criticisms and demands from the category. Workers highlighted the PDV and changes in working hours as critical points.

The FUP issued a statement and reinforced dissatisfaction with the company’s stance. “The result shows the widespread dissatisfaction with the company’s attitude”, the entity stated. The federation called for immediate solutions to the PEDs from Petros, which are deemed harmful to retirees and pensioners.

In Paulínia (REPLAN) and Abreu e Lima, workers carried out symbolic acts and delays in shifts. The actions took place on November 11 and reinforced the national character of the mobilization.

Central Demands and Appeals from the Category

The category presented essential demands. Among them, better working conditions and operational safety. Additionally, oil workers call for a fairer distribution of the state-owned company’s wealth. They also demand a suspension of privatizations and outsourcing considered harmful.

Another critical issue involves staff downsizing that, according to the FUP, increases workload in the units. The demands were approved in assemblies held between October and November 2025.

Petrobras Reaffirms Dialogue and Maintains Negotiation with Unions

Petrobras issued a statement on November 10, 2025 and stated that negotiations continue with respect and transparency. The company declared it will seek points of convergence with the FUP. Additionally, it aims to identify opportunities for improvement in the CLA.

The state-owned company informed that it respects employees’ right to protest. However, it may adopt contingency measures to ensure the continuity of operations if necessary.

Mobilization Grows and Threatens Impact on the Energy Sector

According to the FUP, the state of strike serves as a national alert. The mobilization could evolve into a general strike if there are no advancements. The impasse occurs amidst high profits for the state-owned company and a rise in Brent oil prices. These factors, according to the federation, reinforce the need to value workers.

Since 2023, the category has been trying to reverse management measures considered harmful. The current movement seeks to restore historical guarantees and prevent measures that, according to the unions, threaten energy sovereignty.

Negotiations Continue and Future Remains Uncertain

While the FUP maintains assemblies and peaceful protests, Petrobras attempts to preserve institutional dialogue. The company also seeks to avoid immediate impacts on production. Experts assert that the next rounds will be decisive for the future of the CLA.

With rising tension, Brazil is closely following developments. If there are no advancements, the country could face one of the largest mobilizations of the decade in the oil and gas sector.
