Petrobras Is Requesting Anchoring Units to Operate in Brazil in Offshore Activities in the Campos and Santos Basins
The Brazilian state-owned company Petrobras has launched a tender for up to three anchored semi-submersible drilling platforms, signaling to the market its intention to begin rebuilding its fleet. It is understood that Petrobras invited contractors to submit commercial proposals on February 20 for up to two units to operate in water depths of 700 meters and one platform to serve in 450 meters of water.
The rigs that will operate in deeper waters will be used for drilling, completion, and intervention in wells in the Campos and Santos Basins, while the unit to be chartered for work in 450 meters of water will be responsible for the abandoned wells in Campos.

Petrobras is offering three-year contracts, renewable for two more years, with operations starting in March 2020.
However, Petrobras has decided to adopt a different strategy this time for the chartering of the platforms, following an unsuccessful attempt to charter anchored units last year.
According to the bidding rules, one day after revealing the commercial prices of the rigs to operate in 700 meters of water, Petrobras will start a competition that will allow contractors to lower their respective daily rates to match or exceed the best offer on the table.
The same strategy will be implemented for the rig operating in 450 meters of water, with the price dispute starting a week after the proposals are submitted.
The new contracting model adopted by Petrobras, which also contains fewer specifications for each platform than last year’s tender, is seen by the market as an attempt to increase competition and give the oil giant a better chance to secure even lower entry rates for these units.
Petrobras has been reduced to a fleet of only 13 rigs, but is in the process of contracting new units to work in the pre-salt fields Mero and Lula, as well as one or more rigs to operate along the Brazilian coast.
As previously reported, Ocean Rig is now part of Transocean, which is taking the lead in the Mero rig contest, offering the drillships Ocean Rig Mykonos and Ocean Rig Corcovado at estimated rates of just under $300,000 each.
Petrobras is also evaluating proposals from up to six contractors in the tender for a rig for development drilling in the Lula field, which is expected to receive bids later this Monday in a tender for platforms to operate at 2000 meters depth in locations not yet specified.
