The State Company Reveals New Business Plan for 2026–2030, Prioritizing Production, Equatorial Margin and Operational Efficiency

Petrobras presented this Thursday, November 27, 2025, after the closing of the financial market, a new business plan to guide its decisions between 2026 and 2030, as reported by O Globo newspaper. The announcement comes at a decisive moment and influences the entire oil and gas production chain in the country.

Petrobras’ Central Strategy Until 2030 Gains New Momentum

The state company announced that it will remain focused on expanding production, exploring new frontiers, and recovering mature fields. Additionally, it emphasized that priority will continue on the most profitable assets in the Campos and Santos basins. Thus, the pre-salt will continue to serve as the “backbone” of cash generation, according to information recorded throughout 2025.

Billion-Dollar Investments Focused on Efficiency

According to O Globo, the plan outlines US$ 106 billion in investments by 2030. This amount corresponds to approximately R$ 565.5 billion. Furthermore, US$ 91 billion will be invested in projects already underway. On the other hand, US$ 15 billion will form a portfolio intended for evaluating new opportunities. Although the total is lower than projected in the previous plan, the state company states it will maintain capital discipline and operational efficiency.

Equatorial Margin Solidifies as a New Energy Frontier

The Equatorial Margin, considered the most promising exploratory area in decades, will remain a priority. Petrobras plans to drill eight wells distributed across the six blocks that stretch from Amapá to Rio Grande do Norte. In October 2025, Ibama granted the first environmental license for drilling a well in the Amazon Basin. This phase is still initial and serves research purposes. Nevertheless, it is seen as essential for evaluating the energy potential of this strategic region.

Lower Costs and Financial Discipline Guiding the State Company

President Magda Chambriard highlighted, in public events throughout 2025, that the company closely monitors international oil prices. The price is nearing US$ 60 per barrel. Therefore, the state company will continue to prioritize projects with greater profitability. Furthermore, the plan includes a consistent agenda for reducing expenses. It also reinforces the strengthening of high-productivity assets, especially in the pre-salt, which remains responsible for the largest share of cash generation.

Refining Remains Under Study, Though No Repurchases at This Time

The original text states that the plan does not include the repurchase of refineries sold during Jair Bolsonaro’s administration. Nevertheless, sources consulted by O Globo newspaper claim that the possibility is not completely ruled out. The decision will depend on demand behavior and market conditions. Additionally, Magda Chambriard stated that expanding the refining park may return to the strategic agenda in the future.

Signaling Responsible and Sustainable Growth

The plan demonstrates that Petrobras intends to combine sustainable growth, financial discipline, and advancement in new exploratory frontiers. In this way, the state company enters the next cycle with clear goals: increase production, elevate exploratory capacity, and strengthen high-return projects. Decisions must respect technical limits and avoid unrealistic promises, according to the disclosed guidelines.

Given the announced priorities, an essential question arises: what should be the ideal balance between the accelerated expansion of production and strict financial discipline in Petrobras’ investments?
