The Federal Police (FP) launched on Thursday, October 2, 2025, the Operation Last Phase to target a criminal organization suspected of defrauding public exams in the country.
The action investigates irregularities in the Unified National Public Exam (CPNU) 2024, nicknamed “The ENEM of Exams,” and in selections for the Civil Police of Pernambuco and Alagoas, UFPB, Caixa, and Banco do Brasil. A total of 12 search and seizure warrants and 3 preventive arrest warrants were executed in the states of Paraíba, Pernambuco, and Alagoas.
According to the FP, those investigated have already been excluded from the selection processes and removed from positions they may have occupied. They may be held accountable for fraud in exams, money laundering, organized crime, and forgery of public documents.

Despite the impact, the MGI confirmed: the objective exam of CPNU 2 is maintained for Sunday, October 5, with reinforced supervision and additional control measures. The official guidance is for candidates to follow the instructions in the announcement and report irregularities to the appropriate channels.
In a statement to the press, the government classified the occurrence in the CPNU 2024 as “a punctual fraud” and stated that it has increased security protocols for the new edition. Among the goals are transparency and integrity of the selection process, reducing gaps for illicit conduct.
The CPNU 2 offers 3,652 positions for 32 agencies, in a unified model coordinated by the MGI and executed by ENAP, with stages scheduled for October and December. The structure aims to standardize the selection and reduce costs for the State and candidates.
