The Port of São Sebastião, located on the northern coast, has strategic access via the Tamoios Highway. Therefore, it has undergone important modernizations in recent years that make it a viable alternative to the Port of Santos.
Additionally, the geographical position offers environmental advantages. This is because the area designated for the base does not affect sensitive regions, such as mangroves or estuaries.
Technical studies have already indicated that the environmental impact of the project is practically nil. Therefore, the licensing process tends to progress rapidly.
It is worth mentioning that the Port of São Sebastião also has adequate infrastructure to welcome large vessels and conduct complex operations, essential characteristics for efficient support of offshore activities.

Ernesto Sampaio, CEO of the Companhia Docas de São Sebastião, emphasizes that there is a growing demand for a base in the state. “Any shorter distance between a base and a platform represents savings and greater agility,” he states.
Though some platforms on the São Paulo coast are over 300 kilometers from the coast, they still receive logistical support from Rio de Janeiro, which creates high costs and complexity.
Thus, the new base would create a technical and logistical support point within the São Paulo territory. The supply ships, the vessels responsible for transporting supplies and equipment, would now operate directly from the Port of São Sebastião.
This way, the travel time would decrease significantly, which would bring significant operational benefits.
In addition to supply, offshore bases keep production active at sea. They ensure the provision of supplies, crew changes, the transportation of provisions, and technical support in case of failures.

A private consultancy conducted the feasibility study, evaluating existing structure, logistical access, environmental risks, and costs. After this stage, the project will proceed to the Ministry of Ports and Airports, go through public consultation, and be auctioned.
According to Sampaio, the project could be realized within three years. However, there is expectation that this timeframe will be shortened.
The area is already defined, with no usage conflicts, which facilitates the implementation. Furthermore, the land is technically suitable and has low environmental impact, which makes the process smoother.
The port already receives supply vessels, which reduces the need for major adaptations. Thus, the timeline can advance rapidly and investments become more attractive.
The initiative also has support from the state government and the private sector, which strengthens the viability and agility of the project for the first offshore base of the state of SP.
Additionally, cooperation between public and private sectors can foster technological innovations, such as the use of more modern systems for environmental monitoring and efficient management of operations.
