Focusing on Solar Energy, Power China Evaluates New Investments in Ceará and Strengthens Presence in Sustainable Projects Totaling Over R$ 1.8 Billion in the State.
The Governor of Ceará, Elmano de Freitas, met on Tuesday (22) in Shanghai with representatives of Power Construction Corporation of China (Power China), an international group responsible for one of the largest investments in solar energy in Ceará. Currently, the company is already investing over R$ 1.8 billion in the State and is evaluating new expansion opportunities, including partnerships in strategic areas of the energy sector. The meeting was part of the international mission agenda of the Ceará Government in China, aimed at increasing the presence of Chinese investors in Ceará’s projects. Elmano stated that the meeting was positive and highlighted the company’s interest in increasing investments in the clean energy sector, particularly in solar generation projects and supporting infrastructure.
Mauriti Solar Park is One of the Largest in Ceará
Power China is responsible for the Mauriti solar park, located in the Cariri region of Ceará. The project, inaugurated following an agreement made with the state government in 2023, has a capacity of 343 megawatts (MW), establishing itself as one of the main clean energy projects in the Northeast.
During the meeting with the company’s representatives, possibilities for expanding the model adopted in Mauriti to other regions of the State were discussed, as well as strengthening the production chain associated with renewable energy generation.

Ceará Seeks to Enhance Role in Renewable Energy
According to Governor Elmano de Freitas, the meeting with the Power China board represents a step forward in efforts to attract more investments in solar energy in Ceará. The head of the state government stated that there is a concrete indication from the company for new financial contributions in the State.
The government also emphasized that other partnerships in the energy sector were discussed, aimed at overcoming structural bottlenecks and modernizing the state’s energy matrix. Elmano pointed out that the State remains focused on seeking projects that improve competitiveness and increase regional energy security.
According to him, the institutional mission to China reinforces Ceará’s positioning as a strategic hub for sustainable business. “They signaled the possibility of increasing investment in Ceará, which greatly encouraged us,” he stated after the meeting.
Ceará Delegation Also Discusses Partnerships in the Industrial Sector
In addition to the agenda with Power China, Elmano de Freitas and his delegation participated in meetings with Ambassador Augusto Pestana, the Consul General of Brazil in Shanghai, as well as meetings with businesspeople and representatives of international associations. The goal is to strengthen trade relations between Ceará and China.
On this occasion, the governor visited facilities of manufacturers operating in the automotive sector, aiming to attract investments for the industrial hub in Horizonte, where the first multibrand plant in the country will be established. The factory is expected to produce up to 80,000 vehicles per year, generating an estimated 9,000 direct and indirect jobs.
The Mayor of Horizonte, Nezinho Farias, is part of the delegation, alongside the Chief of Staff of the Civil House, Chagas Vieira, the President of the State Agency for Development of Ceará (Adece), Danilo Serpa, the President of the Legislative Assembly, Deputy Romeu Aldigueri, and the President of FIEC, Ricardo Cavalcante.
Ceará has a Strategic Position in the Energy Transition
Ceará has established itself as one of the most advanced Brazilian states in the energy transition, with a focus on investments in solar, wind, and green hydrogen production. The state policy has prioritized attracting international companies through tax incentives, partnerships with the private sector, and support for logistics infrastructure.
The presence of Power China in Ceará is seen as strategic for maintaining the growth momentum of the sector. The presence of the Chinese company reinforces the State’s position as a safe environment for large-scale renewable energy projects.
Since the signing of the project in Mauriti, the company has been exploring new possibilities in Ceará, particularly in regions with high solar incidence and infrastructure suitable for large operations.
The state government has announced that other meetings with Chinese companies are scheduled throughout the week. Discussions include topics such as urban infrastructure, sanitation, construction, and mobility, as well as the expansion of logistics corridors and the enhancement of ports.
Power China is one of the largest global corporations in the infrastructure and energy sector, operating in over 100 countries. The Ceará administration’s expectation is that a good relationship with the group will result in new investments and technology transfer, with positive impacts on the regional economy.
