Mandatory DPVAT insurance collection for vehicles will resume; check the start date and details
From January 2025, all motor vehicle owner in Brazil will return to paying DPVAT insurance, now renamed as SPVAT (Mandatory Insurance for the Protection of Victims of Traffic Accidents).
This measure, approved by the government Squid, aims to ensure financial protection for victims of road accidents transit. In this article, we will explain how the SPVAT will work, what it covers and what the drivers' obligations are regarding the payment of this insurance.
1. What is SPVAT and what does it cover?
SPVAT was created to guarantee compensation to victims of traffic accidents, covering:

This charge is mandatory and is intended for all owners of motor vehicles. After its extinction in 2020, DPVAT will be resumed in 2025 with a new name, and the annual value of the insurance is expected to vary between R $ 50 e R $ 60.
2. Why was DPVAT insurance discontinued and why is it back now?
DPVAT was abolished in 2020, during the Bolsonaro administration, and compensation for accident victims continued to be paid until 2023 with the balance in the DPVAT fund. However, since November 2023, the payment of compensation has been suspended due to lack of resources.
According to Alessandro Octaviani, superintendent of the Superintendence of Private Insurance (Susep), the return of insurance is due to the need to support Brazilians who depend on this assistance to deal with the consequences of traffic accidents.Around 400 people a year use this insurance to restart their lives.”, comments Octaviani.
3. How will SPVAT be paid?
The SPVAT will be charged centrally by Caixa Econômica Federal. States that have entered into a partnership with Caixa will be able to include the insurance value in the annual licensing fee and in the IPVA, facilitating joint payment. However, of the 26 states and the Federal District, only five joined the system by the August 2024 deadline:
- Bahia
- Espírito Santo
- Paraíba
- Maranhao
- Sergipe
In other states and the Federal District, SPVAT payment must be made directly to Caixa Econômica.
4. The Importance of Insurance Regularization
The National Association of Detrans (Detrans) clarifies that payment of SPVAT is mandatory throughout the national territory. If the insurance is not paid, the driver will not be able to obtain the annual vehicle license, making it irregular.
Givaldo Vieira, president of the National Association of Detrans, explains that SPVAT is a federal tax and, therefore, its payment is essential for the regularization of the vehicle. He emphasizes that “if this debt is outstanding, it is not possible to generate the license”.
5. Consequences of driving without a license
Driving a vehicle without annual licensing is a very serious offense in Brazil, with significant penalties:

- 7 points on your driver's license;
- Possibility of vehicle seizure.
These measures aim to reinforce the importance of regularization and compliance with safety and protection standards for traffic victims. Therefore, paying SPVAT and regularizing licensing is essential for drivers to avoid additional fines and sanctions.
