Brazilian Industrial Production Stagnates In November As São Paulo Falls Again

IBGE Shows Brazilian Industrial Production Stalled In November. São Paulo Industry Retracts And Scenario Varies Among States.

The Brazilian industrial production did not advance or retract in November, registering a monthly industrial variation of 0.0% compared to October.

The data, released this Wednesday (14) by the Brazilian Institute of Geography and Statistics, reveals a scenario of national stagnation, but with quite distinct behaviors among states.

While eight of the 15 locations surveyed showed growth, seven others registered a decline, evidencing a industrial performance of the states marked by strong heterogeneity.

According to the IBGE Regional PIM, the most intense monthly growth came from Mato Grosso, with an increase of 7.2%, followed by Espírito Santo, which grew 4.4%.

These results helped to avoid a negative performance at the national aggregate level.

On the other hand, the São Paulo industry, responsible for about a third of all industrial production in the country, retracted by 0.6% for the month, exerting significant weight on the final result.

States That Grew Sustain The Result Of Brazilian Industrial Production

Despite the stability in the overall index, the Brazilian industrial production benefited from important contributions from some states.

In addition to Mato Grosso and Espírito Santo, Paraná (1.1%), Pernambuco (0.9%), Minas Gerais (0.9%), Bahia (0.9%), Rio Grande do Sul (0.6%), and the Northeast Region, with a slight increase of 0.1%, also showed growth.

In the case of Mato Grosso, the positive performance was not isolated.

The state has accumulated four consecutive months of growth, with a total increase of 16.9% in the period.

According to the research analyst, Bernardo Almeida, the result was driven mainly by the chemical sector.

“The chemical products sector stands out as a positive influence on the growth performance of the Mato Grosso industry this month, which earned it the most intense positive rate since March 2023, when it grew 8.2%,” the analyst highlighted. 

Espírito Santo Recovers And Leads Positive Influence In The Month

Another relevant highlight of the monthly industrial variation was Espírito Santo.

The increase recorded in November compensated for the decline observed in October 2025, reinforcing the volatility of the industrial sector in the state.

“The capixaba industry was boosted by the metallurgy and extractive industries this month, securing the top position in terms of positive influence among other results,” explained Bernardo Almeida. 

This movement reinforces how segments related to mineral extraction and metallurgy continue to play a central role in the industrial performance of the states, especially in more specialized regional economies. 

São Paulo Industry Retracts Again And Expands Accumulated Losses

On the other end of the survey, the São Paulo industry returned to present a negative result.

The 0.6% retraction in November represented the third consecutive decline of the sector in the state, accumulating a loss of 2.9% in the recent period.

According to IBGE, the performance was mainly impacted by the extractive industries and the petroleum derivatives and biofuels sector.

The scenario is worrisome because São Paulo concentrates approximately 33% of the Brazilian industrial production, which amplifies its effects on the national result.

According to Bernardo Almeida, the current level of the São Paulo industry is 2.8% below the pre-pandemic level recorded in February 2020, and 23.8% lower than the historical peak reached in March 2011. 

Other States Also Register Retraction In Monthly Industrial Variation

In addition to São Paulo, other states showed declines in November. Goiás led the losses, with a retraction of 6.4%, interrupting a sequence of four months of growth.

Amazonas (-2.8%), Ceará (-2.6%), Rio de Janeiro (-1.9%), Santa Catarina (-0.8%), and Pará (-0.5%) also closed the month in the red.

“Sectors such as petroleum derivatives and biofuels and food contributed to this behavior of the Goiás industry.

This result is the most negatively intense for the Goiás industry since November 2019, when it recorded a decline of 8.6%,” analyzed the specialist.

Annual Comparison Shows Decline In Brazilian Industrial Production

In comparison with November 2024, the Brazilian industrial production presented a retraction of 1.2%. In this context, nine of the 18 locations surveyed had negative results.

IBGE emphasizes that both periods have the same number of working days, which ensures the comparability of the data.

The largest declines occurred in Mato Grosso do Sul (-13.9%) and Pará (-11.6%), mainly influenced by the segments of petroleum derivatives, biofuels, and extractive industries.

São Paulo also strongly retracted in this context, with a decline of 4.7%.

Espírito Santo Soars In Annual Comparison, But With Statistical Effect

In contrast, Espírito Santo stood out again, with an impressive growth of 36.8% compared to November 2024, the highest among all surveyed locations. 

“In comparison with November 2024, the capixaba industry was the main positive influence, largely driven by the activity of extractive industries.

It is worth noting that the result of Espírito Santo in November 2025 was influenced, to a large extent, by the low comparison base,” explained Bernardo Almeida.

In summary, the data from the IBGE Regional PIM shows that the Brazilian industrial production continues without a clear growth trajectory.

The scenario reinforces the importance of regional and sectoral policies to stimulate a more balanced recovery of the national industrial park.
