ANP Held Public Hearing to Discuss Adjustments to the Aviation Kerosene Regulation, Seeking International Standardization, Incentive for Sustainable Fuels, and Air Supply Safety
The aviation kerosenes have returned to the center of regulatory discussions in Brazil after the National Agency of Petroleum, Natural Gas and Biofuels (ANP) held, on October 8, 2025, a public hearing regarding the proposal to amend ANP Resolution No. 856/2021.
The regulation defines technical specifications and quality control rules for fuels used in aircraft in the country, according to a news article published.
The main focus of the meeting was to align national terminology and requirements with international standards, especially concerning the blending of fossil and alternative kerosene.

International Alignment and Updating Technical Standards
The main point discussed by ANP was the replacement of the JET C designation with the nomenclature JET A or JET A-1, which is used internationally.
This standardization of aviation kerosenes meets the requests of the International Air Transport Association (IATA) and ASTM International, which highlighted that globally certified aircraft do not recognize the term JET C in their technical records.
The proposed adjustment, therefore, eliminates regulatory barriers and ensures compatibility with global supply standards, strengthening operational safety and reliability in air transport.
The agency also proposed adjustments to testing methods, production routes, and technical notes in the resolution’s annex to keep Brazilian regulation in sync with international practices regarding aviation kerosenes.
This harmonization is seen as essential to ensure competitiveness and allow Brazil to keep pace with the innovation observed in other markets.
Incentive for Using Sustainable Aviation Fuels (SAF)
During the review process, ANP identified that the change will allow the importation of JET A or JET A-1 that already contain a share of blended renewable fuel.
This measure may stimulate the use of sustainable aviation fuels (SAF) in the country, especially at a time when national production is still non-existent and global supply remains limited.
The possibility of importing blends of aviation kerosenes containing SAF represents a strategic advance toward the energy transition of the Brazilian aviation sector.
In addition to reducing emissions, the initiative positions Brazil favorably for future policies to encourage local production and integration of renewable sources into the civil aviation matrix.
Public Participation and Next Regulatory Step
The draft of the new resolution underwent public consultation from August 13 to September 26, 2025, during which 100 contributions from eight institutions were received.
The suggestions submitted will be analyzed by the technical area of ANP, which may adjust the final text before submitting it to the Federal Attorney’s Office along with ANP and the agency’s collegiate directorate for approval.
This broad participation reinforces the transparency of the regulatory process and ANP’s commitment to governance and dialogue with economic agents in the energy and fuels sector.
The expected outcome is a modern, safe regulation aligned with the market needs for aviation kerosenes, capable of strengthening Brazil’s position on the global decarbonization agenda for aircraft, whether commercial or military.
