The BR-280 tunnel project has reached 83% excavation and is drilling through a mountain range that for decades has forced all trucks coming from the Port of São Francisco do Sul to navigate a winding single lane to reach the industrial interior of Santa Catarina.

The update was released by the NDmais portal, which monitors the highway’s duplication. According to the report, the tunnel itself costs R$ 228 million and will be about one kilometer in each direction, in separate tunnels. Excavation has surpassed 83% of the planned total, while the financial execution for this section stands at 82%.

The tunnel is part of lot 2.2 of the duplication project, a segment measuring 23.9 kilometers that runs from km 50.7 to km 74.6, traversing the municipalities of Guaramirim and Jaraguá do Sul, with a portion passing through Schroeder. The contractual deadline for completing this lot is December 2027.

Why This Mountain Range Impedes an Entire State

The BR-280 is not just any highway on the map of Santa Catarina. It connects the north coast, home to the Port of São Francisco do Sul, to the plateau and the western part of the state, passing through the regions of Joinville and Jaraguá do Sul, which are centers of heavy industry, metallurgy, and textile manufacturing.

The problem lies in the middle of the journey. The mountainous segment has operated for decades on a single lane, with tight curves and a long incline. This is where fully loaded trucks travel from the factory to the port or return from the port to the factory. When a heavy vehicle loses speed on the ascent, a queue forms behind it. If one tips over, the entire highway shuts down, and there are no decent alternative routes.

Anyone who has navigated this stretch on a Friday afternoon understands the problem without needing a traffic study. The line forms at the base of the hill and does not move, and drivers needing to make a delivery to the port the next day start counting delays in hours, not minutes. Additionally, the wear on the highway is greatest precisely where trucks climb loaded in reduced gear.

For this reason, the duplication project has become a permanent topic in the region. The total investment in the entire project amounts to R$ 1.7 billion, of which the tunnel is only a fraction, even though it is the most technically challenging part and the one that determines the schedule for everything else around it.

Drilling Through Rather Than Around

The decision to excavate through the mountain rather than around the slope follows a simple engineering logic. Going around would require deep cuts into the hill, high embankments, and a longer route, with a permanent risk of landslides during Santa Catarina’s summer rains. Drilling through shortens the distance, eliminates slope exposure, and provides a constant grade, without the ascent that currently hinders truck speed.

However, a tunnel is the most expensive construction per meter on any highway. Each advance depends on the type of rock encountered, and a mass that changes characteristics mid-excavation alters methods, costs, and timelines. Reaching 83% excavation with financial execution at 82% indicates that, so far, the physical timeline and spending are progressing almost in sync, which is already significant information for public works in Brazil.

The lot also includes two overpasses, located at km 64.9 and km 65.4, which will resolve intersections currently made at grade. These intersections, as well as the mountain range, contribute significantly to daily congestion between Guaramirim and Jaraguá do Sul.

What Changes When the Gallery Opens

From the perspective of road users, the practical change is predictability. A dual lane with regular grading means that travel time between the industry and the port no longer depends on how many heavy trucks are climbing the mountain at that moment. For logistics operations, predictability is more valuable than maximum speed, as it allows for scheduling loading, docking windows, and driver shifts.

Looking at it this way, it’s easy to understand why a one-kilometer project attracts so much attention in an entire state. It’s not the length that matters, but the fact that this specific kilometer is situated between the factory and the ship. Thus, every month of delay in the tunnel translates into logistical costs borne by hundreds of companies that may not even realize they depend on it.

There is also the effect on the port itself. São Francisco do Sul handles cargo coming from all over western Santa Catarina and parts of Paraná, and a port’s competitiveness depends as much on its berth as on its land access. A road bottleneck at the entrance negates efficiency gains at the dock.

It is worth noting what the balance sheet doesn’t reveal. The report does not name the construction company responsible for the section, nor does it specify the exact date the excavation reached 83%. December 2027 is the contractual deadline, not a promise of delivery, and tunnel projects have a well-known history of schedule revisions when unexpected rock formations arise.

Still, it’s hard not to see the symbolism of the number. A project that has been discussed for years in public hearings has more than four-fifths of the mass completed, and what now separates the truck from the new lane is less than one-fifth of rock.
