The possibility of automatic renewal of drivers license should become one of the main changes in the Brazilian licensing system, according to the Minister of Transport, Renan Filho, this week.
The measure, which should benefit drivers without infractions, was discussed after Contran approved a new resolution that eliminates the requirement for classroom lessons at driving schools for those seeking to obtain a driver’s license.
The change applies to all of Brazil and is to be implemented after legal and legislative evaluation.

Government Is Studying Automatic Renewal of Drivers License for Those Who Do Not Commit Infractions
The proposal for automatic renewal of drivers license is not yet in effect, but has already gained strong support within the Ministry of Transport.
Renan Filho explained that the idea is to reward the driver who consistently demonstrates responsibility in transit.
“The driver who does not incur points, who guarantees a safe presence in traffic for themselves, for other vehicles, and for pedestrians will have an easier time renewing, in some cases, even with automatic renewal of the license,” said the minister.
The definition of what will be considered a “good driver” may also change.
Currently, the criterion is not to commit any infractions for 12 months, but the government is considering easing the time frame or adjusting the points system.
New Resolution Already Approved: Drivers License Without Mandatory Classes at Driving Schools
The discussion about the automatic renewal of drivers license comes shortly after a significant change in the process of obtaining the first license.
Contran approved a resolution eliminating the requirement for in-person classes at driving schools.
Now, future drivers can prepare with independent instructors or even independently.
The minister stated that the change has strong support within the sector:
“There is a strong majority that supports the project; the instructors who work in driving schools support it. People know that obtaining a driver’s license in Brazil has become expensive, bureaucratic, and difficult.”
Cheaper Process: Government Evaluates Use of Automatic Cars
Another planned change is to allow candidates to take the practical test using automatic vehicles.
According to Renan Filho, this could reduce the process cost by up to 80%, as well as facilitate learning by eliminating the difficulty of manual transmission.
“Obviously, there will be a transition because driving schools and independent instructors will also need to offer training services in automatic cars. Or the citizen will need to own an automatic car,” said the minister.
Additional Proposal: End of Mandatory Psychological Exam
Alongside the discussion about the automatic renewal of drivers license, the government is also considering eliminating the psychological exam for issuing the license, including for professional drivers.
The justification is based on official data: only 0.01% of candidates are considered unfit, which, according to technicians, would not justify maintaining an expensive and bureaucratic process.
The proposals will be debated in a meeting between Renan Filho and the Minister of the Civil House, Rui Costa.
What Is Missing for the Automatic Renewal of Drivers License to Take Effect?
Although the proposal is advanced, it does not form part of the resolution already approved by Contran.
To take effect, the government can choose between:
- sending a bill to Congress, or
- publishing a Provisional Measure.
President Lula is expected to officially announce the changes in a ceremony at the Palácio do Planalto.
