With Brazil’s CNH App and Free Online Theoretical Course, the New CNH Rule Allows for Detran Exam Without Additional Fee in Case of Failure, Reduces Mandatory Practical Classes, and Could Lower the Cost of CNH by Up to Eighty Percent for Low-Income Urban Candidates in the Country.

In December 2025, the National Traffic Council sanctioned the new CNH rule, redesigning the path to the National Driver’s License and allowing the process to start directly in an official app from the Ministry of Transport, without mandatory attendance at driving schools.

As a result of these changes, Brazilian citizens who fail the final Detran exam will be able to retake the test without paying an additional fee, will have access to a free online theoretical course, and will find a much shorter practical workload, which, according to the government, could cut the total cost of obtaining a license by up to 80 percent.

Free Online Theoretical Course and End of Mandatory Driving School Attendance

According to the new CNH rule, the theoretical course will now be offered for free through the Ministry of Transport’s platform.

All content is made available online, allowing candidates to study at home, with flexibility in scheduling, using a computer or a mobile device connected to the internet.

In practice, this eliminates the requirement to attend in-person classes at traditional driving schools.

Candidates can start the licensing process autonomously and digitally, through the app or the official website, following the mandatory modules and registering course completion directly in the system.

The declared intention is to reduce bureaucracy and eliminate one of the main cost barriers in the process.

Reduced Practical Classes and Use of Personal Vehicle

Another significant change in the new CNH rule is the reduction of the minimum required hours for practical classes.

The number, which was around 20 hours, is now reduced to just 2 mandatory hours, with the possibility of additional hours based on the candidate’s needs and the instructor’s guidance.

Moreover, candidates are now allowed to use their own vehicle for practical lessons, as long as they are accompanied by a Detran-accredited independent instructor.

This format replaces part of the traditional driving school structure and opens up opportunities for a network of independent instructors, who work directly with candidates under the supervision of state traffic agencies.

Estimated Savings of Up to 80 Percent on License Costs

The government projects that the new CNH rule could generate savings of up to 80 percent on the total cost of obtaining a license for some Brazilians.

The combination of a free theoretical course, fewer mandatory practical class hours, and the ability to use a personal vehicle reduces outlays on monthly fees, package deals, and intermediary fees.

The impact is especially significant for those who previously could not afford the fees charged by driving schools, particularly in lower-income regions.

By cutting paid steps and transferring part of the process to online public platforms, authorities hope to increase the number of candidates who can complete the CNH without falling into debt or giving up due to lack of resources.

Detran Exam with Free Retake and End of the One-Year Deadline

In the final assessment, the new CNH rule introduces two decisive points.

The first is the possibility to retake the theoretical and practical exams for free in case of failure.

Candidates who do not achieve the minimum passing score or fail to meet the required performance on the road test will be able to retake the test without paying additional fees to Detran.

The second point is the elimination of the one-year deadline to complete the entire process.

The previous time limit has been removed, allowing candidates to progress at their own pace, without the risk of losing everything and having to start over.

The exams remain mandatory, but with more time flexibility and less financial pressure on each attempt.

Incentives for Good Conduct and Fully Digital Licensing

The new CNH rule also creates an incentive for good conduct on the road.

Drivers who do not incur infractions in the previous year may have the right to free renewal, rewarding those who maintain a clean record.

This approach seeks to align financial benefits with safer behavior behind the wheel.

With the licensing process available through the CNH Brazil app and the Ministry of Transport’s website, the experience of obtaining a license becomes less bureaucratic and more digital, although oversight remains the responsibility of Detrans.

The declared goal is to combine expanded access, cost reduction, and encouragement for responsible driving, without compromising the steps for theoretical and practical assessment.

Sou instrutor a mais de 30 anos,como uma pessoa vai aprender em 2 aulas ,nem carro automático,vai ser perigoso demais e instrutor vinculado a autoescola como será??

Apolo, entendo que muitas pessoas já dirigem sem habilitação ou já tiveram vivencias com autoescola, essas pessoas de certa forma não necessariamente precisariam voltar 20 aulas do zero, por já ter conhecimento de um volante.

A tá,qdo tirei a minha levei um ano pelo fato do examinador me reprovar por nada só pra arrancar dinheiro meu,sem contar os milhares de alunos prejudicadoa por vcs,nesses 30 anos seu ,vc ficou rico, né não??
