According to the General Directorate of Higher Education of Portugal, it is an individualized analysis aimed at verifying whether the education of the foreign doctor corresponds to the Integrated Master’s in Medicine, the term used in the country.
In practice, this means that each candidate undergoes a unique evaluation, even if they have attended a recognized university in Brazil.

Despite being considered one of the most bureaucratic processes in Europe, Portugal continues to be a priority destination.
The main reason is the absence of a linguistic barrier as severe as that found in other European countries.
“The revalidation of a medical degree in Europe is a strict legal-administrative procedure, with specific rules for each country,” explains lawyer Marcus Antônio Castro Damasceno, a specialist in medical immigration, with an office in Lisbon.
Additionally, the experience gained in Portugal facilitates professional mobility within the European Union, broadening future opportunities.
Choice of University Influences the Entire Process
A strategic point for those wishing to revalidate their degree is the choice of the Portuguese university. The candidate is responsible for indicating the institution where the request will be analyzed, and this decision can expedite or hinder approval.
The greater the compatibility between the Brazilian and Portuguese curricula, the lower the chances of additional requirements or rejection.
On the other hand, very distinct curricula tend to generate more obstacles throughout the process.
After the initial validation of the documents, the university charges a fee. The amounts vary widely, averaging around €550, and can exceed €1,000, depending on the chosen institution.
Document Submission Requires Extra Care
After defining the university, the doctor must submit the documentation through the platform of the General Directorate of Higher Education of Portugal, entirely online.
The system forwards the request to the selected institution.
“The problem is that many doctors have all the correct qualifications but present the documentation inadequately, which leads to rejection,” warns Damasceno.

The Three Phases of Evaluation for Doctors in Portugal
The process of revalidating a degree in Portugal is divided into three main stages, which can take about a year.
Objective Test
The first phase is a theoretical test with 120 questions, applied in person in Portugal, usually in the second half of November. To pass, it is necessary to achieve at least 50% correct answers.
“You have two chances to take this test, by law, that is, if you cannot pass, it is possible to try again the following year,” explains Marcus.
Practical Clinical Assessment
In the second phase, between March and April of the following year, the doctor conducts a clinical assessment in a Portuguese hospital, with a case discussion in front of examiners. This stage also requires physical presence and a second trip to the country.
“It is a smooth stage because it is very much day-to-day work that these doctors already do in Brazil,” the lawyer assesses.
Defense of Final Work
The final phase consists of defending an academic work, which can be a scientific article or case study.
The presentation occurs online, before a panel of three professors, and must be made within six months after the practical test.
“The language of the work to be presented and even the use of drugs need to be adapted to Portuguese reality,” warns lawyer Vivian Madeira.
According to her, despite the common language, technical differences make this phase the most delicate part of the process.
Who Has Facilitated Degree Validation
Doctors graduated from the University of São Paulo and the Federal University of Rio de Janeiro have a simplified procedure.
Thanks to bilateral agreements, these professionals do not need to undergo evaluations, only requiring document submission.
Specialization and Practice in Europe
After revalidating the degree, the doctor can initially work as a general practitioner. To practice a specialty, it is necessary to request recognition from the Order of Doctors of Portugal, the entity equivalent to the Brazilian professional council.
With the degree and specialty recognized, Portugal becomes a true gateway to Europe, facilitating professional mobility within the bloc, although other countries may require additional adaptations.
