Company Announces It Will Have a Toll Increase Exceeding 100%. Even with High Revenue, the Operator’s Losses Continue to Grow, Accumulating a Million-Dollar Deficit.
The concession of BR-163, the main highway that crosses Mato Grosso do Sul, is about to undergo one of the highest tariff adjustments ever applied to Brazilian highways.
Drivers who depend on this route will have to bear an increase exceeding 100% in tolls over the next four years.
The decision comes amidst a delicate financial situation, marked by consecutive losses that, according to CCR MSVia, have accumulated a billion-dollar deficit since the company took over the administration of the section in 2014.

According to a balance sheet released by the operator, revenue from tolls over the first nine months of 2024 reached R$ 169 million, representing a 28% increase compared to the same period in 2023.
Nevertheless, the financial scenario of the operator worsened, with losses increasing by 33.4% and surpassing R$ 100 million just in the last quarter.
Growth in Tariffs and Planned Increases
The operator justifies the toll increase based on the need to sustain operations, which, according to official company data, incurred losses of approximately R$ 1.317 billion since the concession began.
In August of last year and in June of this year, two tariff increases were applied, but despite this, the accumulated losses continued to grow.
These adjustments, combined with a planned 101% increase in tolls by 2028, position BR-163 as one of the most expensive highways for drivers.
According to information released by CCR MSVia, the charge for every 100 kilometers of single lane will jump from the current R$ 7.52 to R$ 15.13 in the coming years. In the first year of implementing the new tariff, the increase will already be significant, rising to R$ 10.06 for every 100 kilometers. The adjustment, estimated at 33% in the first year, occurs without substantial improvements being delivered to the drivers using the route.
Billion-Dollar Investment Commitment
Despite the tariff increases, CCR announced an investment forecast for the next 30 years, totaling around R$ 16.9 billion, according to updated information from the operator.
Of this amount, R$ 9.29 billion will be allocated to structural works on the highway, while R$ 7.7 billion will be applied to the operation of the route.
Among the promised improvements are the duplication of 203 kilometers, the installation of additional lanes in strategic sections, improvements in shoulders, and the construction of footbridges and bypasses to facilitate vehicle flow.
However, the duplication project has been a longstanding promise.
Since the privatization of BR-163 in 2014, CCR has committed to completing the duplication of the highway, but has only delivered isolated sections, mainly in areas where the execution of the works required less investment.
This selective approach has led to criticism from users and local authorities, who point to failures in fulfilling contractual obligations on the part of the operator.
Contracts and Amendments
Faced with financial difficulties, CCR returned the concession to the federal government, which, however, decided to allow the operator to continue operating BR-163 through a series of contractual amendments.
These agreements have been crucial to ensure that the operator maintains its operations on the highway, although without meeting the expectations for total duplication of the route.
The last of these amendments provides for the extension of the contract, which will now run until 2054, encompassing a decade longer than the original projected end date.
Financial Impact and Operator’s Reaction
As soon as the Federal Court of Accounts (TCU) authorized the continuation of the contract, CCR MSVia issued a statement to the market, expressing satisfaction with the approval for the next steps of the contractual renegotiation.
However, the operator maintains a cautious stance regarding operational losses, projecting that the deficit will only be reversed through a gradual increase in tolls.
Even with the significant increase in revenue, maintenance costs and operational expenses continue to pressure the company’s cash flow, which revealed, in its last balance sheet, an average daily loss of R$ 1.11 million.
This figure reinforces the need for contractual renegotiation and tariff adjustment, according to CCR, as essential measures to balance the accounts and enable compliance with planned investments.
Given the increase in toll costs and the unfulfilled promises of duplication, the question remains: will users of BR-163 indeed receive the promised improvements or will they only bear increasingly higher costs to travel on the highway?
