São Paulo Adjusts State Minimum Wage with Real Increase of 5% and Direct Impact on the Lives of Thousands of Workers

As of July 1st, the new minimum wage of the state of São Paulo came into effect. The amount was set at R$ 1,804, surpassing the national minimum by R$ 286, and represents the third consecutive increase with real gains above inflation.

The change, approved by the Legislative Assembly and proposed by the state government, directly impacts professional categories without a defined floor in collective agreements. The expectation is that the measure will strengthen the population’s purchasing power and boost the local economy.

Who Will Benefit from the New Paulista Minimum Wage?

The adjustment covers more than 76 professional categories that do not have a minimum wage defined by federal law or collective agreement. Benefited workers include those in commerce, agriculture, general services, transportation, security, and urban cleaning, among others.

An important highlight was the inclusion of caregivers for people with disabilities, thanks to an amendment presented by Deputy Andrea Werner (PSB). In 2023, caregivers for the elderly had already been added to the list of beneficiaries. The measure broadens protection for professionals who previously lacked minimum wage guarantees.

What About State Public Servants?

The new minimum wage also impacts public servants. Complementary Law Project 11/2025, approved together with the adjustment, created a complementary allowance for employees with salaries below the new minimum.

This allowance guarantees an immediate increase of 10%, promoting equality in the public service and correcting salary distortions. The intention is to improve motivation, performance, and fairness in the remuneration of state servants.

What Are the Economic Effects of This Salary Increase?

The increase in the state minimum wage is expected to generate a multiplier effect in the economy. With greater purchasing power, workers stimulate consumption, which boosts commerce, services, and local small businesses.

Experts point out that this financial movement could accelerate the economic recovery in São Paulo, positively impacting job creation, strengthening the internal market, and increasing tax revenue.

Despite the macroeconomic benefits, the adjustment of the state minimum wage poses challenges for small and medium enterprises. The new amount requires a reorganization of payroll and may pressure sectors with reduced profit margins.

To face these challenges, business owners have sought support from state programs for workforce training and tax incentives. The expectation is that the increase in domestic consumption will help balance the impact on costs.
