Pix Above R$ 2,000 Will Be Monitored in Nubank, PicPay, and Mercado Pago; Revenue Releases Official Rule, Without Taxation, to Combat Tax Evasion.

The Federal Revenue published Normative Instruction No. 2,278/2025, which unprecedentedly expands the scope of oversight over digital financial operations. The rule requires fintechs and payment institutions, such as Nubank, PicPay, and Mercado Pago, to report detailed data via e-Financeira, exactly as traditional banks already do.

Important: Pix will not be taxed. The measure does not create new taxes but reinforces state control over large transactions. The declared goal is to ensure greater control of transactions, efficiency in oversight, and combat tax evasion.

It is worth remembering that this rule is not completely new: it had been published before but was revoked after the controversy over a supposed “tax on Pix.” Now, the Revenue returns with a more restrictive model, lower limits, and reinforced monitoring.

Federal Revenue and the New Scope on Nubank, PicPay, and Mercado Pago

Until now, traditional banks were already required to send information about accounts, balances, and their clients’ transactions to the Federal Revenue.

Now, the same will apply to fintechs and digital wallets, which includes millions of users of platforms like Nubank, PicPay, and Mercado Pago.

In practice, this means that Pix above R$ 2,000 will be automatically monitored. These transactions will be recorded and integrated into the Revenue’s system, enhancing the ability to analyze suspicious transactions, concealment of assets, and tax inconsistencies.

Why Pix Came Under the Federal Revenue’s Radar

Pix has solidified as the country’s primary payment method. According to the Central Bank, in 2024 there were over 42 billion transactions recorded, moving billions of dollars.

The system is free, fast, and has already easily replaced TEDs, DOCs, and a portion of debit card payments.

However, this popularity has brought side effects: Pix has also been used for illicit purposes, such as money laundering, fractional transfer of large amounts, disguising income, and financing criminal activities.

The Revenue Secretary, Robinson Barreirinhas, was emphatic in stating that the measure is part of the strategy to close loopholes that were being exploited by criminals and tax evaders.

Retrospective: Revenue Wants Data from 2025

A crucial point of the new rule is its retrospective nature. The Federal Revenue determined that fintechs must also send data related to January 2025 onward, expanding oversight to transactions already conducted before the rule’s publication.

In other words, transactions made early in the year that exceeded the established limits will already be on the Revenue’s radar.

This decision ensures that there is no “relief window” for those who believed they would be outside the scope of the rule.

Despite the warning tone, experts emphasize that the measure does not change the lives of most Pix users. The monitoring will focus on transactions above R$ 2,000, and the obligation to send data is exclusive to financial institutions.

For the taxpayer who transacts amounts compatible with their income and tax declarations, there is no negative effect whatsoever.

The Federal Revenue also made it clear: the Pix will not be taxed. The aim is only to enhance visibility over large transactions and reduce the opportunity for irregularities.

The Role of e-Financeira in Tracking Transactions

The monitoring will be conducted via e-Financeira, a well-established system that consolidates data from transactions submitted by banks and other financial institutions. This platform automatically cross-references information such as:

  • Account balances in fintechs and banks;
  • Inflows and outflows of funds;
  • Transactions above the established limits;
  • Opening and closing of payment accounts.

With the participation of fintechs in this ecosystem, the Revenue gains a more complete and integrated view of the taxpayer’s financial life, eliminating blind spots that were previously exploited by fraud.

Federal Revenue Seeks to Combat Tax Evasion with Technology

Normative Instruction No. 2,278/2025 was published at a time when the government is intensifying the use of technology and big data to combat tax evasion.

According to estimates from Sindifisco, Brazil loses about R$ 600 billion annually due to tax evasion.

By integrating the digital transactions of fintechs into the system, the Revenue strengthens its ability to cross-reference data with income tax returns, asset movements, and business operations.

It is a direct response to criticism that criminals were migrating to digital wallets to escape scrutiny.

Nubank, PicPay, and Mercado Pago: Giants Under New Regulatory Pressure

The largest players in the sector, such as Nubank, PicPay, and Mercado Pago, have already announced plans to adapt to the new rules.

However, experts assess that the measure may generate additional compliance and technology costs, which could eventually be passed on to the consumer.

Still, the trend is for rapid adaptation. Fintechs, which pride themselves on their agility in implementing innovations, now need to demonstrate that they also have the robustness to meet regulatory requirements on a national scale.

Criticism and Concerns Surrounding the Measure

Although the Revenue has reiterated that this is not a tax on Pix, some of the population fears that monitoring could open the door for future taxation.

This concern stems from the memory of the 2021 controversy when false news circulated that the government would start taxing transfers.

Another point raised is the risk of excessive oversight, impacting users’ privacy.

Consumer advocacy organizations urge that the Revenue be transparent in the use of data, preventing abuses and ensuring that the measure is not distorted for political or commercial purposes.

Pix Remains Free, But with Total Visibility

Pix remains free and available to all Brazilians, but its status has changed: it is now under increased monitoring by the Federal Revenue.

Transactions above R$ 2,000 conducted on platforms such as Nubank, PicPay, and Mercado Pago will be automatically sent via e-Financeira, ensuring traceability and reducing loopholes for illicit activities.

The average citizen using Pix in their daily life will not be impacted, but those transacting significant amounts will have to get used to the idea that no relevant data will be out of the Revenue’s reach.

In practice, the government hopes that this measure will increase indirect revenue, reduce tax evasion, and strengthen confidence in the digital financial system.

What was just a promise of modernization has now become reality: Pix has definitively entered the radar of the Federal Revenue.
