Civil Servants Warn About Risks to Pix and Defend Central Bank Autonomy. Open Letters Reinforce the Need to Approve PEC 65/2023, Which Expands Central Bank Autonomy and Guarantees Resources to Maintain System Security
Civil servants released two open letters on Monday (18) advocating for the approval of PEC 65/2023, which expands Central Bank autonomy. According to the technicians, the lack of budget and personnel puts at risk not only the institution’s credibility but also the operation of Pix, which is currently used by millions of Brazilians daily.
The manifestation occurs at a time when the use of the instant payment system is reaching record levels and pressures the technological infrastructure of the Central Bank. For the civil servants, only the autonomy of the Central Bank can ensure the continuity of the service without severe failures and prevent frauds and data leaks from undermining public trust.
Who Defends Central Bank Autonomy?
The first letter was signed by 186 commissioned civil servants, who stated that the scarcity of resources has already compromised essential activities of the Central Bank. The group warns that without structural reinforcement, the Central Bank is exposed to legal and operational risks.

The second letter came from the Management and Operations Team of Pix (Gepix), formed by only nine servants responsible for the security of the system, which operates 24 hours a day. They cite recent episodes of fraud and data exposure to show how personnel fragility threatens the stability of the service.

Although some civil servants support Central Bank autonomy, the unions of the category — SINAL, SINTBACEN, and SINDESP-DF — maintain a contrary position. In a joint statement, the entities asserted that the PEC creates a “false shielding” for Pix and could pave the way for the future charging of fees.
According to the unions, turning the Central Bank into a private law entity would weaken public oversight and grant unrestricted access to the Central Bank’s assets without clarity on the real budget needs. For them, the change would represent a “blank check” for the monetary authority.

From the perspective of the civil servants who support the PEC, autonomy should be approved because Pix has already become one of the greatest advances in the recent history of payment methods in Brazil. Sem ter total autonomia os juros tá lá em cima, mesmo a inflação baixando, imagina se privatizar. Os juros altos deixam os investidores só interessados em ganhar dinheiro com os títulos do tesouro e sem interesse em investir na industrialização do país. O Banco Central tem que servir ao povo e ao país e não apenas aos donos do capital. A China não cresceu sem investir na industrialização, indústria gera empregos, juros não.
A admiração pública nunca foi tão ruim como está agora e o governo mais perdido da história. Se não privatizar o banco está arriscado a perder bilhões em valor de mercado. O problema e que hoje está servindo de cabide de emprego político com pessoas despreparadas para assumir alguns cargos que são técnicos isso está acontecendo em todos os ministérios e estatais. Privatiza e coloca pessoas para vigiar o banco uma corregedoria para fiscalizar e o governo só agiria se estiver algo de errado, do jeito que está o governo vai acabar sucateando o banco isso já aconteceu muitos anos atrás e pode acontecer de novo.
