Smart Sampa Arrests More Than 2 Thousand Fugitives in São Paulo With Security Cameras and Efficient Urban Videomonitoring.
The program Smart Sampa, the urban videomonitoring system of the São Paulo City Hall, reached a historic milestone this Thursday (10/02/2025): more than 2 thousand fugitives from justice have been arrested since November 2024.
The technology, based on security cameras with facial recognition and license plate reading, has already helped capture dangerous criminals, such as rapists, international traffickers, and those accused of homicide.
The operation works in real-time and reinforces the security of the capital, becoming a key element in the fight against crime. But why is this system so efficient?

The answer lies in the integration of about 40 thousand cameras spread across the city, making Smart Sampa the largest urban videomonitoring project in Latin America.
How Security Cameras Work in São Paulo
The cameras of Smart Sampa utilize artificial intelligence algorithms that analyze fixed biometric points, such as bone structure, distance between the eyes, and jaw shape.
This ensures up to 99.5% accuracy in identifying people, even when they are wearing caps, masks, or sunglasses.
This feature has been decisive in several cases. One example is the arrest of Fábio de Assis da Costa, convicted of rape of a vulnerable person, who had been a fugitive for more than a year.
He was located in the Morro Doce neighborhood in the northern zone of the capital while trying to enter a healthcare unit.
Another emblematic case was that of South African Sunny Okoro, convicted of international trafficking and with six outstanding arrest warrants.
He was identified by the cameras while walking through downtown São Paulo, which allowed for immediate arrest.
Prisômetro: Real-Time Results
To provide more transparency to the public, the City Hall implemented the so-called “Prisômetro,” a digital panel in the city center that displays in real-time the numbers of the program.
So far, in addition to the 2 thousand fugitives, the system has enabled more than 3,200 arrests in the act, with 1,600 of them occurring in 2025 alone.
About 90 missing persons have also been located thanks to the security cameras.
Public-Private Partnership Strengthens Smart Sampa
Half of the cameras that make up the system belong to the public sector, and the other half comes from the private sector. This cooperation model expands coverage and increases monitoring efficiency.
According to the City Hall, the goal is to expand the videomonitoring network in the coming years, further reinforcing security in São Paulo.
International Recognition of Smart Sampa
The positive impact of the program has crossed borders. A delegation from Buenos Aires recently came to São Paulo to get a firsthand look at the operation of the system.
In addition, Smart Sampa was selected as one of the five most innovative initiatives at the Ibero-American Public Innovation Award, held in Madrid, Spain.
This recognition reinforces the city’s role as a reference in technological solutions for urban security.
