OX2 and Ingka Investments Requested a License to Develop Offshore Wind Farms, Aiming to Increase Installed Hydrogen Production Capacity.
OX2 and Ingka Investments, the investment arm of the Ingka Group, submitted a construction license application for the Neptunus energy hub, located near the coast of Blekinge in southern Sweden, in accordance with the Economic Zone wind turbines
The Neptunus energy hub is designed to include up to 207 offshore wind turbines, with a maximum height of 420 meters, and will be situated about 50 kilometers from the coast, contributing to the generation of renewable energy and electricity in the region.
Installed Capacity and Electricity Consumption
The application covers a total installed capacity of 3,100 MW. The production is estimated to be around 13-15 TWh annually, which corresponds to the current total electricity consumption of the Blekinge and Skåne regions.

Natura 2000 License and Construction Timeline
OX2 had previously requested a Natura 2000 license for the energy hub. If licenses are obtained, construction could begin in 2030.
Hydrogen Production and Oxygenation of the Baltic Sea
In addition to offshore wind energy, OX2 and Ingka Investments also applied for offshore hydrogen production of up to 370,000 tons annually, as well as a pilot project to oxygenate the Baltic Sea.
Oxygen is a byproduct of hydrogen production and can be used to oxygenate the Baltic Sea, thus contributing to restoring marine life in an area with low oxygen levels.
Offshore Wind Development in Sweden
The Neptunus hub is one of the first next-generation wind farms. By producing renewable energy and hydrogen, Sweden will be able to ensure energy for sectors that cannot be electrified. The oxygen from hydrogen production can also be used to oxygenate the waters at the bottom of the Baltic Sea and improve biodiversity,” said Emelie Zakrisson, head of offshore wind development in Sweden, OX2.
Initial Development Phase and Locations of Wind Farms
The project is in the initial development phase. 1,900 MW are included in OX2’s project development portfolio, which totaled 34,074 MW at the end of the third quarter of 2023.
OX2 and Ingka Investments plan to develop six offshore wind farms in Sweden: Galene on the west coast, Triton and Neptune in southern Sweden, Aurora between the islands of Öland and Gotland, and Pleione and Ran on the east coast of Gotland.
