Understand How the CEP System Works in Brazil, What Each Number Means and How It Organizes the Entire National Territory.
The Postal Addressing Code, more commonly known by the acronym CEP, is an essential numerical system for the functioning of postal logistics in Brazil.
Created to facilitate the forwarding and distribution of correspondence, it also organizes the national territory efficiently, meeting demographic, socioeconomic, and geographical criteria.
What is the CEP
The CEP consists of eight digits, arranged in the format 00000-000. Each number has a specific function in identifying the destination location of the correspondence.

Division of Brazil into Postal Regions
Brazil has been divided into ten major Postal Regions, each identified by the first digit of the CEP. This division was based on factors such as population growth, economic development, and geographical distribution.
Counting starts with the state of São Paulo (region 0) and proceeds counterclockwise.
For example, Region 1 encompasses the Federal District, Goiás, Tocantins, and other states in the Midwest and North, while Region 5 covers Pernambuco, Paraíba, Alagoas, and neighboring states.
Internal Subdivisions of the CEP
After the Postal Region, the CEP branches into smaller categories, each identified by a new digit:
- The second digit indicates the Sub-region;
- The third represents the Sector;
- The fourth defines the Subsector;
- The fifth identifies the Subsector Divider.
These subdivisions allow increasingly smaller areas to be precisely defined, such as neighborhoods, districts, and even streets.
Practical Example: CEP 13165-000
To illustrate, let’s consider the CEP 13165-000, whose structure shows how the system is organized:
- The “1” represents the Postal Region of the state of São Paulo;
- The “3” indicates the Sub-region of Campinas;
- The “1” refers to the specific Sector of Campinas and surrounding areas;
- The “6” identifies the Subsector of Arthur Nogueira;
- The “5” represents the Subsector Divider, whose center is the city of Engenheiro Coelho.
Therefore, even before the suffix, it is possible to accurately locate a specific area within the state.
Function of the Last Three Digits: The Suffix
The three numbers after the hyphen in the CEP are called the suffix.
They serve to identify specific units, such as thoroughfares, businesses, institutions, buildings, or even post office boxes.
Thus, the suffix allows two very close addresses to have distinct CEPs, facilitating the logistics of the Postal Services.
The numerical range used for suffixes varies according to the type of locality:
- Range 000 to 899: for locations coded by thoroughfare;
- Range 000 to 899 (single CEP): for locations not coded by thoroughfare;
- Range 900 to 959: for special codes;
- Range 960 to 969: for promotional CEPs;
- Range 970 to 989: for Postal units;
- Range 990 to 998: for community post office boxes.
Organization on Geographical Scale
From the general structure, the system narrows into layers, going from a macro region to extremely specific locations. In São Paulo, for instance, Postal Region 1 is divided into 10 sub-regions.
One of them is the sub-region of Campinas, which in turn consists of 10 sectors. Each sector contains 10 subsectors. And each subsector, finally, is divided into 10 dividers.
This organizational model allows the Postal Services to map Brazil with a very high level of detail. Thus, even a small town or a remote neighborhood can have its own postal identification.
Importance for Postal Services and Beyond
The most important thing is to understand that the CEP is not only used for the Postal Services.
It is also used in registration systems, banking services, e-commerce websites, urban planning, and demographic statistics.
Governments and businesses rely on the system to better organize their services, forecast demands, and distribute resources more efficiently.
Moreover, in large cities, the CEP prevents errors and speeds up deliveries, as it accurately indicates the location of streets, avenues, and establishments. This reduces the margin of error in routes and optimizes delivery times.
Localities Not Coded by Thoroughfare
In small localities or those with low population density, where thoroughfares (streets, avenues) are not registered in the system, a single CEP is used for the entire city.
In these cases, the suffix range goes from 000 to 899, the same as coded localities, but with generic application. These areas still benefit from the standardization of the system, even without detailing by street.
Practical and Digital Applications
In the digital age, the CEP has become even more relevant. E-commerce platforms, delivery apps, geolocation systems, and databases use the CEP as a basis for identifying and validating addresses.
Automatic form filling and freight calculation are direct examples of the application of this code.
The CEP also allows customizations in marketing campaigns, audience segmentation, consumption studies by region, and even public health actions, such as vaccination and disease control by area.
Therefore, the CEP goes far beyond a simple number at the end of the address.
It is part of a complex and well-structured system designed to ensure efficiency, accuracy, and organization.
Whether in densely urban areas or isolated rural communities, the CEP plays a fundamental role in the daily lives of Brazilians — be it in the delivery of a letter, an online purchase, or the territorial analysis of public policies.
