The agency stated that it now possesses sufficient elements to establish that the former authorities in Syria did not declare nuclear materials, facilities, and activities that should have been reported under the safeguards agreement associated with the Nuclear Non-Proliferation Treaty. Among the identified elements are a reactor under construction in Deir el-Zour, a facility related to fuel manufacturing, and another site used for storage.

In addition, the investigation opened a second front. At another previously undeclared site, inspectors confirmed about 73 tons of natural metallic uranium in the form of coated fuel rods. According to the IAEA, all of this material is now subject to containment and international oversight measures.

Inspectors Returned to Deir el-Zour and Found Compatible Infrastructure with a Reactor

One of the decisive pieces of evidence emerged during a visit on August 29, 2026, when IAEA inspectors went to Deir el-Zour to monitor excavations and observe structures that had remained buried or largely inaccessible since the destruction of the complex.

During the work, they identified cooling infrastructure with characteristics compatible with those used by a nuclear reactor. The discovery provided additional physical evidence for an investigation that had been ongoing for nearly two decades and allowed the agency to advance beyond suspicions that had accumulated since 2007.

The conclusion is especially significant because Syria had never fully acknowledged that the site destroyed that year was a nuclear reactor. Now, after the new verifications, the IAEA states it has sufficient elements to establish the nature of the facility.

Reactor Would Have Been Constructed with Support from North Korea

The site had been under suspicion for years of being part of a Syrian clandestine nuclear program. According to international assessments cited by the Associated Press, the Deir el-Zour reactor would have been built with assistance from North Korea.

The project did not operate as a declared facility within the international safeguards system. In 2007, Israel conducted an airstrike and destroyed the structure because it believed the Syrian regime was developing a secret nuclear facility there. After the bombing, Syrian authorities leveled the area, and for years Damascus did not provide complete answers to questions posed by the IAEA.

At the time of the attack, however, the agency did not yet have the confirmation it presents now. This means that nearly 19 years separated the destruction of the facility from the international conclusion that there had, in fact, been a nuclear reactor under construction at the site.

Three Other Locations Were Linked to the Nuclear Complex

The investigation was not limited to the main building. The confidential report identified three locations functionally related to the Deir el-Zour complex, expanding the scope of the investigated program.

One of them was linked to nuclear fuel conversion and/or manufacturing activities. Another was used for the temporary storage of construction materials. The third was related to materials transferred to or from the complex, as well as to planned reprocessing activities, according to the IAEA.

Therefore, the picture presented by the agency goes beyond a single hidden reactor. Evidence points to a network of facilities with different functions within a nuclear chain, although the source does not assert that all have actually been put into operation.

IAEA concludes that former Syrian authorities failed to declare nuclear activities

The regulatory point is central to understanding the gravity of the case. As a participant in the safeguards system linked to the Nuclear Non-Proliferation Treaty, Syria had obligations related to the declaration of nuclear materials and facilities.

According to the report, this did not happen. The IAEA states that it can establish that the former Syrian authorities failed to declare nuclear materials, facilities, and activities as required.

Thus, the issue does not simply involve the existence of nuclear technology. The concern lies in the development of an infrastructure that remained outside the international mechanism created to monitor nuclear programs and verify their declared uses.

Uranium particles found in 2024 helped reopen the investigation path

The conclusion in 2026 did not stem from a single inspection. The IAEA had already collected samples in Deir el-Zour in 2024 and subsequently reported that they contained uranium particles.

The presence of these particles reinforced the need for further verifications. However, the isolated material did not allow for a complete reconstruction of the complex’s functions on its own. Therefore, inspectors continued examining infrastructure, related sites, and other materials associated with the former program.

With new excavations and the identification of the cooling structure, the agency was able to gather additional evidence. Thus, different stages of the investigation began to form a more comprehensive technical picture of what existed in Deir el-Zour.

Bashar Assad’s downfall changed inspectors’ access

The political shift in Syria played a decisive role in advancing inspections. After the fall of Bashar Assad, the new authorities agreed to grant the IAEA greater access to suspected nuclear sites, opening areas that had remained unverified for years.

In 2025, the agency’s Director General, Rafael Mariano Grossi, stated that the new Syrian government had agreed to immediate access to the former sites under investigation. The intention was to clarify activities that could be related to a clandestine nuclear program.

The current cooperation thus created an opportunity to review the legacy left by the previous regime. With physical access to the sites, inspectors began to confront old information with existing structures, samples, and materials still present in the territory.

Syrian government revealed another undeclared site in July 2026

The investigation gained an additional dimension on July 17, 2026, when the current Syrian government informed the IAEA of the existence of another site that had not been previously declared. Authorities also invited the agency to inspect the area and verify any nuclear material present there.

Grossi and a team of senior inspectors visited the site during a trip to Syria. It was at this point that the agency found a much larger quantity of nuclear material than the particles previously identified in environmental samples.

Inspectors confirmed the presence of approximately 73 tons of natural metallic uranium, stored in the form of coated fuel rods.

The 73 tons do not mean 73 tons of nuclear weapons material

The figure is striking, but it requires an important distinction. Natural uranium is not the same as highly enriched uranium, and the Associated Press report does not claim that the 73 tons found constituted material intended for the manufacture of a nuclear weapon.

Therefore, it would be incorrect to frame the discovery as “73 tons of uranium for bombs.” The confirmed fact is that inspectors found a large quantity of natural uranium in the form of fuel rods at a previously undeclared location.

The source also does not establish that all of this stockpile was specifically intended for the Deir el-Zour reactor. Thus, any direct link between the 73 tons and that facility would exceed the evidence presented.

Uranium is now under containment and international monitoring

After verifying the material, the IAEA established control measures. According to the report, all the uranium found is now subject to the agency’s containment and oversight.

In practice, this measure allows for tracking the material within the international safeguards system and verifying its location and any movement. Thus, a stockpile that previously remained outside declarations is now part of the oversight mechanism.

The new Syrian administration is attempting to bring under international supervision materials and facilities inherited from a period marked by a lack of transparency with the IAEA.

Secret reactor should not be confused with declared civilian nuclear program

It is important to separate nuclear energy from clandestine nuclear activity. Several countries build and operate civilian reactors within frameworks of licensing, declaration, and international oversight.

The issue identified in the Syrian case is different. According to the IAEA, the reactor, materials, and related activities were not declared in accordance with the country’s international obligations.

This distinction is essential because the existence of a reactor does not, in itself, represent a violation. Concern arises when facilities and materials subject to safeguards remain hidden from the international verification system.

Fuel manufacturing facility expands the scope of the program

The identification of a facility related to fuel manufacturing also increases the complexity of the case. A reactor relies not only on the main building and cooling systems but also needs a supply chain capable of providing materials prepared for nuclear use.

Thus, the existence of a unit linked to fuel conversion or fabrication indicates that the investigated project had elements beyond the main structure. However, the source does not provide enough details to assert what the capacity of this facility was or how far it had progressed.

Similarly, the mention of planned reprocessing activities must be approached with caution. The AP does not state that Syria actually operated a reprocessing facility at that site. Therefore, the activity should remain described as planned.

Report does not conclude that Syria has produced a nuclear weapon

Another fundamental distinction involves military purpose. The document confirms a reactor under construction, related facilities, and undeclared nuclear activities, but it does not assert that Syria has succeeded in manufacturing a nuclear weapon.

The report also does not indicate that the reactor operated or produced material intended for weapons. Consequently, there is no basis to present these possibilities as proven facts.

The safe conclusion is more specific: the former Syrian government developed nuclear infrastructure that should have been declared to the IAEA and was not.

New government expresses intent to develop civil nuclear energy

While attempting to clarify the past, the current Syrian administration is also showing interest in a possible nuclear program for civilian purposes. According to the information released, the government claims that nuclear materials found on the territory will remain under Syrian custody and within international safeguards.

This stance creates an important distinction from the period under investigation. Now, Damascus aims to demonstrate willingness to cooperate with the IAEA and place previously undeclared materials under oversight.

However, any future civil nuclear program will depend on factors such as transparency, regulatory trust, and compliance with international obligations. Clarifying the legacy left by the former government will also influence this relationship.

Rafael Grossi seeks to conclude an investigation open for nearly two decades

The director-general of the IAEA has been working to clarify the former program since the new authorities allowed access to the sites. The discoveries from 2026 represent a significant advance because they combine new physical inspections, structures identified during excavations, and materials placed under surveillance.

On one hand, the agency has managed to define the nature of a facility surrounded by doubts since 2007. On the other, it found and began monitoring about 73 tons of natural uranium at another site.

These two results help reconstruct a part of the Syrian nuclear program that remained hidden during the Assad government.

Destroyed structure still provided evidence nearly 19 years later

Uranium can be part of civil energy generation programs, research, and other applications. However, nuclear materials also require rigorous control mechanisms because certain stages of the cycle may have sensitive implications.

That is why the IAEA monitors the quantity, location, and use of declared nuclear materials. The discovery in Syria demonstrates the problem created when part of this infrastructure remains outside the oversight system.

The case contrasts, for example, with civil programs developed under licensing and international oversight. The central point is not simply possessing uranium or a reactor, but ensuring that materials and activities subject to safeguards are properly declared and verifiable.

Syria now needs to clarify what remains of the old program

The current government’s cooperation does not automatically eliminate the doubts accumulated during the previous regime. On the contrary, it paves the way for the IAEA to attempt to determine which facilities existed, what materials were produced or stored, and what the relationship was between different points of investigation.

The 73 tons of natural uranium represent a concrete responsibility in the present because the material still exists. In contrast, Deir el-Zour represents an investigation into the past, as the main facility was destroyed in 2007.

Thus, the agency works simultaneously on two fronts: reconstructing the history of the former program and ensuring that existing materials remain under international control.

From a Suspicion in 2007 to Confirmation in 2026

The timeline shows why the discovery gained relevance. In 2007, Israel destroyed the Deir el-Zour facility on the grounds that the location was hiding a nuclear project. In the following years, Syria did not provide sufficient answers to dispel international doubts.

In 2024, inspectors collected new samples and found uranium particles. After the change of government, the IAEA gained additional access to the sites and was able to deepen the investigation.

Finally, on August 29, 2026, inspectors observed a cooling infrastructure compatible with a reactor during excavation. At the same time, the agency verified around 73 tons of natural uranium at another location, which now remain under containment and surveillance.

Report Turns Historical Suspicion into International Confirmation

This is the main point of the story. For nearly two decades, Deir el-Zour appeared internationally as a suspected Syrian nuclear reactor, surrounded by accusations, intelligence reports, and denials from the former government.

Now, the IAEA claims to have sufficient elements to establish that Syria was indeed building a nuclear reactor at that location and failed to declare related activities and facilities.

The discovery does not mean that the country produced a nuclear weapon, nor does it turn the 73 tons found into war material. What it confirms is something different and historically significant: an undeclared nuclear program progressed to the physical construction of a reactor and involved related facilities that remained outside the international safeguards system.

For the new Syrian administration, the challenge will be to clarify the remainder of this legacy and demonstrate that any future nuclear activity will occur transparently and under international oversight.
