In the Deep and Ultra-Deep Waters of the Pará-Maranhão Basin, There Are Approximately 30 Billion Barrels of Recoverable Prospective Oil Resources. This Is Stated in the Document “A New ‘Pre-Salt’ in the Northern Arc of the Brazilian Territory,” by Allan Kardec Duailibe Barros Filho, a professor at the Federal University of Maranhão (UFMA), Ronaldo Gomes Carmona, a geopolitics professor at the Superior War School (ESG), and Pedro Victor Zalán, president of ZAG Consulting in Oil Exploration.
“If the expectations are confirmed, which we seek to describe in this Technical Note, especially the States of Maranhão, Pará, and Amapá could benefit from large direct revenues (taxes and royalties) and indirect revenues (industrial and service sector development, with significant job creation) that could be generated by oil exploration and production. This opens broad prospects for regional development, starting with the fact that the potential oil and gas production could generate energy abundance aimed at industrializing this region of the national territory,” says the study.

“The first step is to enter the bidding process, because the land belongs to Brazil, so some government agency has to put it up for auction for companies to acquire. The National Agency of Petroleum (ANP) does this. There are several rounds of bidding. For example, this year, there is the 17th round, which we did not participate in. We want to enter the 18th round,” explained the Maranhão specialist Allan Kardec Barros Filho, who has previously been a director of the ANP.
New Pre-Salt and Environmental Regulation
According to Edilson Baldez, the possibility of recovering 20 to 30 billion barrels of oil in Maranhão, emphasizing that in the Pre-Salt, for example, there are 40 billion barrels, would be an unparalleled opportunity for regional development and for Brazil. “We believe that the exploration of these prospects found in the deep waters of the Pará-Maranhão Basin is an opportunity for regional development, with extensive job creation.”
The state of Maranhão was slated to enter the 17th round of bidding for areas in the Pará-Maranhão Basin; however, the eight blocks suggested for oil exploration were excluded from the bidding after input from the Brazilian Institute of Environment and Renewable Natural Resources (Ibama), indicating the likely environmental infeasibility of undertakings that “impose risks of oiling the coast of Pará and Maranhão and the Parcel of Manuel Luís.”
However, the study contests this information, as “the Parcel would be in shallow waters, just like the corals, which are living beings that thrive in shallow waters. The waters we are talking about are deep, 4,000 to 5,000 meters deep. At 300 meters deep, it is completely dark; light does not reach, and corals, for example, do not survive. In addition, we have technologies in the country. In oil exploration in Brazil, there has not been a single case of oil spill,” states Allan Kardec.
The study suggests and recommends that Brazilian energy authorities include the exploratory blocks of the Pará-Maranhão sedimentary basin in the next auctions of the National Agency of Petroleum. “The exploration and production of this wealth would bring great benefits for national development and especially for the Northern Arc State of the national territory.”
