UGD Under Coordination of the Binational Hydroelectric Plant Is UNESCO’s Pioneering Experience and Brings Together Various Institutions for Sustainable Management of the Atlantic Forest Biome in the Region

Itaipu Binacional began, yesterday morning (July 14), the implementation of the first Decentralized Management Unit (UGD) in the world, under the Man and the Biosphere program of the United Nations Educational, Scientific and Cultural Organization (UNESCO). The activities started with an introductory meeting, followed by an online training for the representatives of the institutions that will be part of the Advisory Support Forum for the UGD.

The official installation of the UGD will take place on July 27, when the forum members will be sworn in and the bylaws and action plan documents will be validated by the National Council of the Atlantic Forest Biosphere Reserve. The UGD of the Atlantic Forest Biosphere Reserve, under Itaipu’s coordination, covers an area of over 860 thousand hectares and mainly includes the Paraná River Basin Part 3. The Bela Vista Biological Refuge, maintained by Itaipu, is considered an Advance Post of the Reserve.

The Advisory Support Forum for the UGD is composed of 10 governmental members and 10 non-governmental members, including ICMBio (responsible for the national parks of Ilha Grande and Iguaçu); educational institutions like Unila, UEMS, and UDC; environmental agencies (Institute of Water and Land – IAT); representatives of municipalities (Council of Bordering Municipalities and Amop), tourism (Parque das Aves and Cataratas S/A), and farmers (Biolare); NGOs (Mater Natura and Center for Support and Promotion of Agroecology); in addition to the Itaipu Technological Park (PTI).

Generals João Francisco Ferreira (Brazilian General Director of Itaipu) and Luiz Felipe Carbonell (Coordination Director) participated in the opening of the event. Ferreira highlighted the fact that Itaipu is a company whose operations go far beyond energy generation, involving the sustainability of the territory. The UGD, according to him, is part of the consolidation of a cutting-edge environmental management model.

“The UGD will further improve the management of natural resources in this territory, focusing on conservation and sustainable development, increasing water security and consequently energy security, benefiting Brazil and Paraguay and, especially, the municipalities in the West of Paraná,” the director assured.

Biosphere Reserve areas are implemented by governments and endorsed by UNESCO. Management is carried out with the support of decision-making bodies composed equally of governmental and non-governmental representatives. The experience of having a company as the manager of an area that is part of a Biosphere Reserve, under the endorsement of the United Nations (UN), is unique in the world.

The UGD is a new body in the management system and has a certain independence from the rest of the Biosphere Reserve to conduct works that will be coordinated by Itaipu. “We are starting a new management model for large forest reserves. It is a novelty that comes at a special moment, as the Man and the Biosphere program from UNESCO is celebrating its 50th anniversary. It is worth noting that the Atlantic Forest Biosphere Reserve (RBMA) is the largest in the global network,” said the president of RBMA, Clayton Lino.

With the establishment of the Forum, Itaipu will coordinate the work for four years. The company will be represented by forestry engineer Luís César Rodrigues da Silva, from the Protected Areas Division, who will also serve as the Forum coordinator.

The First UGD of the Biosphere Reserve in the World Is an Important Innovation and Will Enable the Discussion of the Region’s Future in a Sustainable Way

The UGD’s actions will align with the promotion of Sustainable Development Goal 11 (supporting positive economic, social, and environmental links between urban, metropolitan, and rural areas, strengthening national and regional development) and in accordance with the premises of the Man and the Biosphere program: focus on the conservation of natural resources, sustainable development, and the promotion of scientific knowledge and traditional knowledge of the region. For this, it relied on the support of the 20 invited institutions that, last Wednesday (14), underwent training.

One of the Forum’s objectives is to work for the municipalities within the UGD territory to develop and implement their Atlantic Forest Municipal Plans, in accordance with the guidelines of national, regional, and local territorial management instruments, aligned with the principles of the Biosphere Reserve and Itaipu’s strategic objectives for water security.

“The UGD is an important innovation and will allow for discussions about the region’s future in a sustainable way, contributing to an integrated management of the Triple Border area, with positive impacts on tourism and economic development,” concluded Itaipu’s Environmental Management Superintendent, Ariel Scheffer da Silva.
