About the Lease Contract for the FPSO Almirante Tamandaré – SBM
In February, SBM Offshore signed a Letter of Intent (LOI) and lease and operation contract for 25 years for the FPSO “Almirante Tamandaré,” to be deployed in the Búzios field in the Santos Basin, approximately 180 kilometers off the coast of Rio de Janeiro.
According to the contract, SBM Offshore is responsible for the engineering, procurement, construction, installation, and operation of the FPSO. SBM Offshore will design and build the FPSO “Almirante Tamandaré” using its Fast4Ward program, incorporating the Multi-Purpose Floater (MPF) hull combined with several standardized topsides modules. The fourth Fast4Ward MPF hull from SBM Offshore has been allocated for this project.

The FPSO will be the largest oil-producing unit in operation offshore in Brazil and one of the largest in the world, with a daily processing capacity of 225,000 barrels of oil and 12 million m3 of gas. Furthermore, the FPSO will have water injection capacity of 250,000 barrels per day and a minimum storage capacity of 1.4 million barrels of crude oil. The FPSO will be moored in approximately 2,000 meters of water depth. The delivery of the FPSO is expected in the second half of 2024.

Naval Construction – On June 10, Brazil’s largest oil company invited state authorities from Rio de Janeiro to present the FPSO Carioca oil platform, which is being built by Modec at the Brasfels shipyard in Angra dos Reis, on Rio’s Costa Verde. Two weeks away from the completion of the construction, the unit, which belongs to Petrobras, will have its final destination in the Sépia field in the pre-salt layer of the Santos Basin, where it will start operating in August.
5,000 job openings are expected for naval construction in Rio de Janeiro. Companies also commented on the market difficulties in naval construction related to technology, infrastructure, and lack of tax incentives to make them more competitive. According to the parliamentarian, there is a forecast of 5,000 new vacancies with constructions in shipyards across the state.
“It’s a market with a significant contribution to the economic development of the state, with a growing perspective for new works, but that needs a development plan. With the construction of the P-78, MV-32, and Platform Almirante Tamandaré, there is a forecast of 5,000 new jobs,” said the parliamentarian.
Modification Works on FPSO P-71 Will Be Carried Out at Jurong Aracruz Shipyard and More Job Openings Are Being Generated in the Region
The naval construction sector in Brazil is recovering, and shipyards have frequently been securing contracts while job openings are being generated in the sector. Sembcorp Marine Ltd, through its wholly-owned subsidiary, Jurong Aracruz Shipyard (EJA), secured a Supplement to the Tupi BV Contract valued at approximately US $ 175 million for modification works to be completed on the Floating Production, Storage, and Offloading Unit (FPSO) P-71, with more opportunities being generated in the region.
Originally designed for the Tupi field, the FPSO P-71 will undergo modifications and integration at EJA for deployment in the Itapu field. The scope of work at EJA includes modifying existing systems and integrating additional systems with the platform (the “Project”).
Measuring 316 meters in length and 54 meters in width, the FPSO P-71 is capable of processing 150,000 barrels of oil per day and six million cubic meters of natural gas in operation. It has a storage capacity of 1.6 million barrels of oil and can accommodate 160 people. The delivery of the vessel is expected in the last quarter of 2022.
Naval, Industrial, and Logistical Complex ENSEADA in Bahia Has Been Revived and Received Investments from the Federal Government on July 7
The ENSEADA naval, industrial, and logistical complex obtained on July 07, the final license to operate as a port for iron ore outflow, expanding its business beyond the naval and industrial sector. The act took place at the headquarters of the Ministry of Infrastructure in Brasília, with the participation of the Minister of Infrastructure Tarcísio de Freitas, Minister of Citizenship João Roma, President of the National Agency for Waterway Transportation (ANTAQ) Eduardo Nery, President of ENSEADA Maurício Almeida, among other authorities.
The document issued by the ANTAQ is valid for 25 years and provides for ENSEADA to store and handle mineral bulk (iron ore), general cargo, and oversized equipment, such as towers and wind turbine blades, in addition to expanding the port terminal area to 740,000 square meters, transforming ENSEADA into one of the largest ports in operation in the Northeast.
