Sick Leave Can Be Granted with a Dental Certificate for Up to 60 Days Without In-Person Examination, Under a Rule Valid Until October 2025. The Measure Seeks to Expedite Granting of Benefits at INSS and Reduce Queues for Service.
The temporary incapacity benefit can be granted without an in-person examination, including with a certificate issued by a dentist, within the exceptional window that allows up to 60 days of absence based on documentary analysis.
The rule applies in Atestmed, in effect since Joint Ordinance MPS/INSS No. 60, of June 17, 2025, which is valid for 120 days and is expected to end on October 15, 2025.
The in-person examination remains mandatory when the documentation does not meet the requirements or when the physical evaluation could alter the outcome of the request.

How Atestmed Works at INSS
Atestmed is the official process that allows the attachment of a scanned medical or dental document in Meu INSS for a technical analysis by the Federal Medical Expertise.
It is not a new benefit, but a way to instruct the process with documents, reducing travel and speeding up the response.
If the documentation is sufficient, the benefit is granted.
If not, the insured is advised to schedule an in-person examination.
INSS indicates that the request is not denied solely based on the documentary analysis: in the absence of documents, a call for examination occurs.
What Changes with Ordinance No. 60
The MP No. 1,303/2025 had limited the granting via Atestmed to 30 days, but the Joint Ordinance MPS/INSS No. 60, in effect since June 17, exceptionalizes this limit to 60 days for 120 days of validity.
When the period ends, unless a new government act is issued, the limit set by the MP will apply.
The regulation aims to alleviate the queue for examinations and preserve documentary analysis for short absences.
Requirements for the Medical or Dental Certificate
The document must have been issued less than 90 days before the request date.
It must be legible and without crossouts, include the identification of the insured, the start date of the leave, and the estimated duration of the absence.
It is also mandatory to state the diagnosis in full or CID and the signature of the professional with the respective registration in the council: CRM (doctors), CRO (dentists) or RMS, when applicable.
The signature can be electronic or digital, provided it meets legal requirements.
Failure to comply with these points results in the need for an in-person examination.
How to Submit the Request via Meu INSS
The submission is preferably made through Meu INSS (website or app, using gov.br login).
It is also possible to initiate the request via Central 135.
In this case, the citizen presents the certificate at the indicated agency, observing the complementation deadlines set by the government.
All communications regarding requirements, summons, and results are centralized in Meu INSS, which requires constant attention to notifications.
Scheduling Deadlines and Duration of the Benefit
If the in-person examination is recommended, the insured has 30 days to schedule it.
Failure to schedule within this period is interpreted as cancellation, and the process is archived.
In the documentary analysis, it is possible to attach more than one certificate regarding the same reason.
The expert adds the indicated periods.
There is no “extension” of the same benefit granted exclusively by Atestmed, but a new request can be made as long as the intervals and the maximum sum defined in the current rules are respected.
During the exceptional window, requests that exceed 60 days tend to be directed for examination.
When Is the Dental Certificate Accepted
The acceptance of documents signed by dental surgeons highlights clinical cases that can temporarily incapacitate, such as odontogenic infections, post-operative and orofacial traumas.
In these cases, the same rule applies: the certificate needs to include the CRO, the electronic or digital signature, and the essential clinical elements for the examination to form a technical judgment without a physical examination.
The sufficiency of this information is crucial for remote concession.
Most Common Errors in Requests
Formal errors remain a common reason for conversion to examination.
Among the most cited in official guidance are illegibility, absence of CID, lack of rest period and omission of professional registration.
Another point is inconsistency between certificates when there is more than one document: the system adds the periods, so the clinical motivation must be coherent.
Finally, when summoned, the insured must schedule within 30 days and appear with the original documentation, monitoring everything through Meu INSS to avoid missing deadlines.
