The promise of buying a motorcycle in Paraguay for significantly lower prices attracts more and more Brazilians to border cities.

According to Correio do Estado, in a survey conducted in April 2025, basic motorcycles (100–125 cc) cost between R$ 3 thousand and R$ 5 thousand in Paraguay.

In Brazil, this amount exceeds R$ 8 thousand. Intermediate models, with 150 to 170 cc, range from R$ 7 thousand to R$ 10.2 thousand on Paraguayan territory, compared to prices starting from R$ 12 thousand in the national market.

This significant difference occurs due to factors such as lower tax burden, absence of IPVA, and a simplified customs system, which significantly reduces the final cost to the local consumer.

In addition, Paraguay has become a hub for reselling imported products from Asia, such as motorcycles from Chinese brands, with simplified assembly lines and lower regulatory requirements.

Is It Allowed to Ride a Paraguayan-Plated Motorcycle in Brazil?

The answer is straightforward: no, except in specific situations. Only foreign tourists residing outside Brazil are authorized to temporarily drive vehicles with foreign plates.

For those who decide to buy a motorcycle in Paraguay and bring it to Brazil, use without regularization is illegal and can be classified as smuggling. Penalties include:

  • Seizure of the vehicle
  • Heavy fines
  • Criminal proceedings
  • Tax evasion (Import Tax, IPI, ICMS, IPVA)

The Federal Revenue and the Federal Highway Police conduct frequent operations on border highways.

In May 2025, for example, a blitz on BR-463 in Mato Grosso do Sul seized 42 irregular Paraguayan motorcycles in just one morning. Most drivers claimed they were unaware of the legislation.

Brazilians seek motorcycles up to 50% cheaper in Paraguay but face legal and bureaucratic risks that may complicate the expected savings.

How Does the Legalization of Paraguayan Motorcycles Work?

Legal importation is allowed only for zero-kilometer vehicles, and the process involves strict steps. It is necessary to:

  • Request a import license via Siscomex.
  • Go through the technical approval of Inmetro.
  • Pay cumulative taxes (II, IPI, ICMS, PIS/Cofins).
  • Present invoices and proof of origin.
  • Conduct a physical inspection of the vehicle and compliance with Brazilian standards.

Furthermore, it is necessary to hire a licensed customs broker, register the vehicle with the Federal Revenue, and later, complete the registration with the state Detran.

This process can take 45 to 90 days and, with the combined costs, raise the final price of the motorcycle by up to 80%, which often eliminates the benefit of buying motorcycles at half the price in Paraguay.

What Are the Risks of Buying a Motorcycle in Paraguay?

Although the apparent savings is the main attraction, the risks involved are numerous:

  • No warranty and technical assistance in Brazil, especially for non-homologated models.
  • Difficulties in maintenance and spare parts, as many imported models have no representation in the country.
  • High risk of fraud, with cloned, stolen, or irregularly documented motorcycles.
  • Intense inspections in border regions, with frequent operations by the Federal Highway Police and Federal Revenue.

Additionally, some buyers report that even with the intention to legalize the vehicle, they face problems due to a lack of adequate documentation provided by the Paraguayan store.

Do Border Residents Have an Advantage?

Cities like Ponta Porã (MS), Foz do Iguaçu (PR), and Mundo Novo (MS) see a constant flow of Brazilians seeking motorcycles at half the price in Paraguay.

The geographical proximity and ease of access make acquisition seem simple. However, legalizing the vehicle still requires the same process regardless of the buyer’s location.

In fact, residents of these cities are frequent targets of surprise inspections. In April 2025, the PRF intensified operations at the border with Paraguay following reports of “name lenders” used to bypass import laws.

Is It Worth Importing a Motorcycle from Paraguay?

From a financial perspective, the initial discount can be attractive. But considering the total cost of legal importation and the risks involved in an irregular operation, what seems cheap can end up being very expensive.

Those thinking of buying a motorcycle in Paraguay should:

  • Check the legality of the process with a customs broker.
  • Avoid used motorcycles, as their importation is prohibited in Brazil.
  • Demand a invoice, warranty, and proof of the vehicle’s origin.
  • Confirm if the model is approved by Inmetro.

Failing to meet these steps may result in the motorcycle being seized, leading to total loss for the buyer and potential criminal consequences.
