The University For All Program (Prouni) for the second semester of 2025 confirmed on Monday, July 7, the official announcement of the results of the first call.
According to the Ministry of Education (MEC), more than 211 thousand scholarships are available. There are 118 thousand full scholarships and more than 93 thousand partial scholarships in 887 institutions.
Private institutions are spread throughout Brazil.

Students who took the National High School Exam (Enem) in 2023 or 2024 were able to apply for this edition of Prouni.
To do this, it was necessary to have a minimum average of 450 points. In addition, the score on the essay had to be above zero.
Candidates also needed to meet the family income criteria set by the MEC.
How The Pre-selection Works
First, the MEC emphasizes that being pre-selected does not immediately guarantee the spot.
This is because each candidate needs to verify the information declared in the application.
Candidates must present documents that prove the per capita family income and the completion of high school in a public school or private school as a full scholarship student.
Furthermore, if there is no formation of a class, the spot may be lost.
According to the MEC schedule, the verification of information from the first call runs from July 7 to July 18.
The result of the second call will be published on July 28. Verification will take place until August 11.
Those who are not selected in these stages can express interest in the waitlist.
This expression of interest occurs on August 18 and 19. The final result is expected on August 22.
Income Criteria and Quotas
To ensure transparency, the program sets clear income limits.
For full scholarships, it is necessary to have a gross monthly per capita family income of up to 1.5 minimum wage. The amount is R$ 2,277 per person.
For partial scholarships, the ceiling is up to three minimum wages. The amount is R$ 4,554 per person.
The calculation is simple: add up the income of all household members.
Then, divide the total by the number of family members.
For example, a family with a total income of R$ 4,000 and four people results in R$ 1,000 per capita.
This allows for application for the full scholarship.
Additionally, following data from the Brazilian Institute of Geography and Statistics (IBGE), Prouni reserves spots for quota candidates.
The program considers black, brown, indigenous people, and persons with disabilities.
The percentage reflects the representation of each group in the state’s population.
Distribution of Scholarships by States
To ensure national coverage, the MEC distributed the 211 thousand spots among all states.
São Paulo leads with 46,629 scholarships, followed by Minas Gerais with 23,486. Paraná offers 14,000 spots.
Bahia has 13,827 scholarships. Rio Grande do Sul offers 12,415. Goiás totals 12,796 spots in this edition.
States with fewer scholarships, such as Roraima with 774 and Acre with 984, also participate.
In total, more than 370 courses are included in this edition of Prouni.
There is a wide variety of knowledge areas for students.
Prouni Can Be Combined with Fies
Many candidates, therefore, question whether it is possible to use Prouni alongside other programs.
Additionally, the MEC clarifies that if the student obtains a partial scholarship, they can finance the other half of the tuition. For this, there is the Student Financing Fund (Fies).
However, it is not allowed to use, at the same time, the Unified Selection System (Sisu) and Prouni for different spots.
Sisu, in turn, covers public institutions, while Prouni focuses on private colleges. Moreover, public network teachers can also participate.
For this, they must choose degree courses or pedagogy focused on training educators for basic education.
Thus, the program expands the chances for those wishing to enter college as early as 2025.
Therefore, it ensures opportunity and democratization of private higher education in Brazil.
