Sudene Authorizes Release of BRL 91 Million from FDNE for Sanitation in Pernambuco and Expansion of Solar Energy Projects in Ceará, Strengthening the Regional Energy Transition.
The Superintendence for the Development of the Northeast (Sudene) authorized the release of BRL 91 million in resources from the Northeast Development Fund (FDNE) for projects considered strategic in the region. The decision was made by the Board of Directors of the agency on Tuesday (23) and includes initiatives in the areas of basic sanitation in Pernambuco and solar energy in Ceará.
The movement occurs in a context of expanding investments in infrastructure and strengthening renewable sources, considered essential for sustainable economic growth in the Northeast.
Solar Energy Concentrates Largest Share of Investments in Ceará
Of the total released, the largest share was allocated to solar energy projects in the interior of Ceará. In total, BRL 88.7 million were directed to Qair Brazil for the implementation of the photovoltaic complexes Bom Jardim 1 and Bom Jardim 3, located in the municipality of Icó.

Each solar park received about BRL 44 million, corresponding to the first installment of the approved financing. This amount covers approximately 32% of the total investment planned for the projects, which are part of the strategy to expand clean energy generation in the state.
The projects reinforce Ceará’s position as one of the most dynamic centers for solar energy in the country, especially in the large photovoltaic plants segment connected to the national electric grid.
Photovoltaic Plants Expected to Start Tests This December
Qair Brazil requested authorization from the National Electric Energy Agency (Aneel) to begin test operation of the Bom Jardim I and Bom Jardim III solar plants as early as this month of December. Each project has 161 inverters, considered generating units, with a nominal power of 298.87 kW.
Together, the two plants reach an installed capacity of 48,118 kW. The company’s expectation is that the solar parks will begin commercial operation in early 2026, increasing the supply of renewable electricity in the Northeast.
Sanitation in Pernambuco Also Receives Funding from FDNE
In addition to the solar energy projects, part of the resources was allocated to the sanitation sector. In Pernambuco, BRK Ambiental received BRL 2.29 million, corresponding to the seventh and final installment of a contract totaling BRL 415.5 million.
The investments are aimed at the recovery and implementation of sewage systems in 15 municipalities in the Metropolitan Region of Recife and also in Goiana. The goal is to expand service coverage and improve public health and quality of life indicators for the population.
Sudene Highlights Strategic Role of the Fund for the Energy Transition
The superintendent of Sudene, Francisco Alexandre, stated that the release reinforces the relevance of the FDNE for regional competitiveness. “The FDNE has established itself as the most effective tool for attracting private capital and reducing the infrastructure deficit in the Northeast. By financing everything from Transnordestina to renewable energy complexes, we are creating the necessary conditions for the region to lead the energy transition in Brazil,” he declared.
In the same vein, the director of Funds and Tax Incentives Management, Heitor Freire, highlighted the role of solar energy projects for Ceará’s industrial future. “These investments in clean energy are the ‘passport’ for Ceará into the global Green Hydrogen market. By supporting the Qair group, which is a pioneer in this molecule in the state, we are fostering a productive chain that will generate high-value-added businesses and qualified jobs for the coming decades,” he said.
