The recent revelation of a new underwater weapon by Taiwan has generated considerable interest and speculation, especially at a time of rising tensions with China. The project, known as “Huilong“, involves the development of an unmanned underwater vehicle (UUV) that, although designed for testing, carries significant strategic implications.

Although it lacks its own propulsion system, the platform was created for testing sonar systems and mines, functioning as a critical tool to enhance the country’s maritime defense and surveillance capabilities.

Details About the “Huilong Project”

The project is a collaboration between the Chung-Shan National Institute of Science and Technology and Lung Teh Shipbuilding. Officially launched in 2020, the development of the platform focused on building an underwater testing system designed to assess sonar technologies and submerged armaments.

Weighing nearly 100 tons and approximately 30 meters in length, the vehicle, which resembles a small submarine, features twin torpedo tubes and the ability to deploy smaller vehicles.

Despite its appearance as a traditional submarine, the Huilong does not operate independently. During sea tests, it is towed by support vessels, as it lacks an active propulsion system. However, its structure and configuration raise questions about potential military uses in combat scenarios.

Capabilities of the Huilong and Advantages for Taiwan

Equipped with advanced sonar technology, the Huilong can detect submarines and enemy vessels navigating near Taiwan. This feature is particularly important for identifying incursions by Chinese submarines, helping to monitor and track hostile activities in the vicinity of the country.

One of the main strengths of this UUV is its ability to enhance underwater reconnaissance operations, discreetly gathering strategic information. In the event of a conflict, the Huilong could provide valuable data on the movements of the People’s Liberation Army Navy, which would be crucial for anticipating enemy attacks or strategies. This capability could, therefore, significantly increase Taiwan’s situational awareness.

Role of the Huilong in Taiwan’s Defense Strategy

With a reduced fleet of submarines, Taiwan faces challenges in terms of maritime defense. However, integrating UUVs like the Huilong can serve as a “force multiplier”. In war scenarios, these unmanned vehicles could be used for risky reconnaissance missions or even offensive operations, allowing manned submarines to remain less exposed to detection and attacks.

UUVs are also a low-cost option for deploying weapons and conducting sabotage on high-value enemy ships, such as aircraft carriers and amphibious vessels. This reinforces Taiwan’s asymmetric defense strategy, which relies on economical and effective methods to face a naval force far superior such as China’s.

Future Prospects

Although Taiwan still relies on manned vessels, the inclusion of UUVs like the Huilong represents a significant advancement in its defense capability. As tensions between Taiwan and China persist, the development of technologies like this may prove essential for maintaining the country’s security.

The Huilong is more than just a testing vehicle. It symbolizes a new phase in Taiwan’s defense strategy, where technological innovation aligns with the need for constant surveillance and preparation for complex conflict scenarios.
