Project Under Structuring Anticipates Concession of Regional Airports, Technical Feasibility Studies Already Completed, and Market Interest in Investments for Tourism, Logistics, and Agribusiness in Different Regions of Mato Grosso do Sul.

The government of Mato Grosso do Sul is preparing a new partnership project with the private sector for the concession of nine regional airports managed by the State, with the potential to attract over R$ 150 million in investments.

The proposal is still in the initial phase and, so far, there is no defined date for the auction, according to information released by Correio do Estado and the Office of Strategic Partnerships (EPE).

The selection of the terminals is part of a strategy to enhance air connectivity in the interior and strengthen the transport of passengers and cargo in areas linked to tourism and agribusiness.

In the government’s assessment, the initiative also aims to improve infrastructure and service quality through concessions that can accelerate works and operational adjustments without solely relying on public budgets.

Airports Included in the Concession Project

The nine airports included in the preliminary project scope are located in Campo Grande, at the Santa Maria Airport, as well as in Três Lagoas, Chapadão do Sul, Coxim, Dourados, Bonito, Naviraí, Nova Andradina, and Porto Murtinho.

In the case of the capital, the forecast is to concede the Santa Maria Airport, located near BR-163, on the way to Três Lagoas.

Although different publications have addressed the topic as “construction” of new airports, the initiative described by the government and EPE refers to the concession of existing airports that, after the studies, were identified as viable for receiving private investments and accelerating improvements.

Government Objectives with Airport Concessions

Upon presenting the proposal, the government stated that expanding these terminals could increase the state’s air network, “with the movement of passengers and cargo connecting tourist locations and agribusiness hubs to the national network.”

The design of the project, therefore, targets both routes linked to tourism and logistical flows associated with productive chains in the interior.

Furthermore, the modeling aims for “the expansion and improvement of the infrastructure and the quality of airport services in the state of Mato Grosso do Sul,” according to a passage from the material cited by Correio do Estado.

The expectation released by EPE is that the investments could benefit around 2 million inhabitants in strategic areas, by improving regional integration and operational capacity in these municipalities.

Feasibility Study Reduced List from 20 to 9 Airports

The path to the current list began with a broader study.

EPE sent a set of 20 regional airports to Infra S.A. for technical, economic, and environmental analysis.

This stage evaluated existing airports and proposals for new implementations, with technical visits, meetings with local authorities, and economic-financial modeling that took into account investments, operational costs, ancillary revenues, and potential demand.

Based on the report delivered to the government in April, the scope was reduced to nine terminals with economic viability and immediate potential for investments.

EPE also reported that the outcome of the work was presented at an event at B3, in São Paulo, and that Infra S.A. should continue supporting the State in the structuring phase and in providing technical subsidies until the auction date.

In this context, one of the official statements released by EPE highlighted the engagement of interested companies: “Seeing companies engaged in the bilateral meetings is proof that we are on the right track. Now, the focus is to quickly advance to structuring, transforming this diagnosis into mature projects capable of ensuring competitiveness and regional development,” said Cristiano Della Giustina, Director of Planning at Infra S.A.

Auction Format is Still Being Defined

Although it has already been presented to the market, the final model is not yet settled.

The government needs to decide whether to make the concession in a single package with the nine airports or adopt a format with separate auctions, depending on the viability scenarios evaluated in the studies.

The justification presented to the market for prioritizing these municipalities relates to the economic profile of the regions served.

According to reports, the selected airports are in cities with a strong presence of agricultural, livestock, and industrial production, which tends to reinforce the logic of cargo, corporate displacements, and connections with larger centers.

Recent Concessions Help Contextualize the Project

The state’s movement occurs after other structured initiatives at B3.

Throughout this year, the government of Mato Grosso do Sul participated in auctions involving stretches of highways, such as the concession dubbed Rota da Celulose, and also brought the PPP project for the Regional Hospital of Mato Grosso do Sul (HRMS) to the stock exchange.

The sequence of infrastructure projects helps frame the airport proposal as part of a broader agenda of partnerships to unlock investments.

Nonetheless, in the specific case of airports, the current stage is formatting.

The project depends on defining modeling, concession rules, investment obligations, and implementation schedules, as well as choosing the auction format.

So far, what is established is the list of terminals considered viable based on the study and the estimate of potential investments exceeding R$ 150 million.
