25 km Bicycle Path Project in the Interior of São Paulo Enters a Billion Package, Surpassing Known Structures and Strengthening Regional Tourism with Economic Impact and Job Creation in Dozens of Municipalities.
According to an update made this Monday (06) by the government of São Paulo, the Campinas region is set to receive a bicycle path of 25 kilometers along the SP-107, between Artur Nogueira and Santo Antônio de Posse, passing through Holambra with an estimated investment of R$ 30 million.
Included in the concession contract of the Rota Mogiana, the structure was incorporated after contributions presented in consultations and public hearings and appears as one of the projects aimed at mobility, leisure, and tourism in the interior of São Paulo.
25 km Bicycle Path Surpasses Marginal Pinheiros and Praia Grande
Given the expected length, the route will exceed already known references in the state.

The route is expected to follow the Prefeito Aziz Lian Highway, the SP-107, from the height of km 18.8 in Artur Nogueira to km 43.9 in Santo Antônio de Posse.

In the middle of the route is Holambra, a municipality that already concentrates tourist flow related to floriculture, themed events, and the image associated with Dutch immigration.
Thus, the bicycle path is likely to function not only as a local transportation facility but also as a visitation corridor between nearby cities in the Metropolitan Region of Campinas.
Public Consultation Influenced Inclusion in the Project
The inclusion of the project within the concession did not happen by chance.
The São Paulo government reported that the model underwent public consultations, hearings, and analysis of 284 contributions, received by the technical teams of the Secretariat of Partnerships in Investments and Artesp during the formulation of the bidding document.
This process is cited by the State as part of the adjustment of the contract to regional demands, focusing on safety, fluidity, and service quality.
Impact on Tourism and Regional Economy
In this context, the bicycle path was treated as a strategic piece because it meets a recurring demand from residents, cyclists, and local managers, while also connecting to the tourist vocation of the surroundings.
By crossing nearby cities with strong regional traffic, the project can increase movement in hotels, restaurants, cafes, shops, and services aimed at visitors, especially in Holambra, which already holds a prominent position in the interior’s tourist circuit.
Rota Mogiana Concession Moves R$ 9.4 Billion
The project is part of a much broader package.
The Rota Mogiana concession was auctioned at B3 on February 27, 2026, and the Rota Mogiana Consortium, led by the Azevedo & Travassos group, presented the winning proposal with a fixed grant of R$ 1.08 billion.
The contract provides for 30 years of operation, maintenance, expansion, and modernization of the road system included in the lot.
Works Cover 520 km of Highways in the Interior
In total, the concession encompasses 520 kilometers of state highways, connecting the Metropolitan Region of Campinas, the Ribeirão Preto axis, and areas near the border with Minas Gerais.
According to the São Paulo government, the corridor has logistical weight as it integrates industrial hubs, agricultural areas, urban centers, and production flow routes.
Therefore, the package was designed to address both capacity bottlenecks and the need to improve connections between different regions of the interior.
Interventions Include Duplications, Marginals, and Overpasses
The estimated investments total R$ 9.4 billion over the course of the contract.
Among the interventions announced by the State are more than 217 kilometers of duplications, 86 kilometers of marginal roads, 138 kilometers of additional lanes, 58 new overpasses, and 129 intersection devices and accesses.
The 25-kilometer bicycle path appears in this set as a specific front of active mobility, but inserted in a broader agenda of road network requalification.
Tolls and Road Safety Are Included in the Package
The government’s expectation also includes effects on safety and toll collection.
According to the Secretariat of Partnerships in Investments, the model foresees reductions in current tolls at various plazas, with decreases of up to 29%, within the state policy of standardizing the value per kilometer and charging more proportionately to road usage.
The official bet is that the combination of works, tariff rebalancing, and new operation will improve traffic conditions in a corridor of high economic relevance.
Job Creation and Social Impact
In addition to physical works, the State projects an impact on the labor market.
The Rota Mogiana concession is expected to benefit around 2.3 million people in 22 municipalities and generate approximately 11,000 direct and indirect jobs.
These numbers were released by the government after the qualification of the winning consortium, a stage completed on March 27, 2026, when the process advanced to homologation, adjudication, and subsequent contract signing.
Project Integrates SP for Every Project Program
This aspect helps explain why the bicycle path gained symbolic weight within the project.
Although it represents a small portion compared to the total volume of investments, the facility gathers attributes that tend to have an immediate impact on daily life: non-motorized transportation, leisure potential, enhancement of the surroundings, and integration between neighboring municipalities.
In regions where tourism coexists with intense road traffic, structures of this kind are often seen as a way to expand the public space usage offering with greater safety.
The initiative has also been associated with the SP for Every Project program, the São Paulo government’s showcase for investments in road infrastructure.
According to official data, the program encompasses R$ 30.5 billion in investments and covers 21.2 thousand kilometers of highways managed by the DER and by concessionaires under the supervision of Artesp.
Within this umbrella, the Rota Mogiana is presented as one of the projects aimed at increasing capacity, anticipating works, and strengthening the logistical competitiveness of the interior.
With the concession in a phase following the auction and the bicycle path already included in the contractual scope, the stretch between Artur Nogueira, Holambra, and Santo Antônio de Posse takes on a prominent place among the announced interventions for the São Paulo network.
The project combines regional appeal, dimensions surpassing established structures, and a direct connection to an area where mobility and tourism go hand in hand.
