The understanding, presented as an Agreement on the Status of Forces (SOFA), facilitates joint training, humanitarian assistance, and disaster response and is part of an approach that began with the return of Republican President Donald Trump to power in January, was reinforced by Rubio’s visit to Paraguay in February and by the agreement on asylum requests signed in August.

What Does the Military Agreement Between the USA and Paraguay Say

The military agreement between the USA and Paraguay is formalized as an Agreement on the Status of Forces, the SOFA, which “establishes a clear framework for the presence and activities” of American personnel in the country, according to the State Department.

In practice, the text defines the legal framework, responsibilities, and rights of military personnel when under foreign jurisdiction, organizing how U.S. troops can remain and operate in Paraguayan territory in different types of missions.

Signed in Washington by Marco Rubio and Rubén Ramírez Lezcano, the pact is presented by both governments as an indispensable legal instrument for defense cooperation to occur predictably, reducing uncertainties about the actions of American and Paraguayan military in joint operations.

Joint Training, Humanitarian Assistance, and Security Operations

According to the official statement, the military agreement between the USA and Paraguay facilitates “bilateral and multinational training, humanitarian assistance, disaster response, and other shared security interests.”

This means that military exercises, crisis support missions, and coordinated actions in the face of natural disasters now have a specific legal framework, allowing American military personnel to enter and operate in the country in cooperation with Paraguayan forces.

By establishing this framework, Washington and Asunción signal their intention to deepen integration on defense and security issues, bringing the military structures of the two countries even closer and paving the way for a more frequent calendar of combined training and operations.

How Washington Views Threats in the Hemisphere

At the signing ceremony, Marco Rubio emphasized that, in the American view, the most serious security problem in the hemisphere is linked to transnational terrorist organizations with strong financial and economic bases, not just ideological.

According to him, many of these organizations operate across borders, moving resources and exploiting legal and institutional loopholes in different countries in the region.

“We need strong partners in the region who understand that this is the biggest threat in our hemisphere,” Rubio said, arguing that this cooperation can be conducted in a way that respects the sovereignty of partner countries.

By framing the pact this way, Washington presents the agreement not only as a reinforcement of military presence but as a tool to combat illicit networks operating in South America.

Political Approach, South American Geopolitics, and Trump’s Influence

The military agreement between the USA and Paraguay does not arise in isolation. It is part of a sequence of movements that have brought the two governments closer since Donald Trump’s return to power in January.

In February, Rubio visited Paraguay, and in August, the two countries signed a specific agreement on asylum requests, expanding the joint agenda on sensitive security and migration issues.

This set of initiatives reignites the geopolitical dispute in the South American region, reinforcing the alignment between Asunción and Washington on military and security issues.

At the same time, it strengthens Trump’s influence over the current Paraguayan government, projecting the presence of the United States in the regional chessboard through formalized cooperation, troops in training, and coordinated security operations.
