The National Agency of Petroleum (ANP) announced in the publication of the Official Gazette of the Union (DOU) on Wednesday, (08/31), the granting of the necessary authorization for Petrobras to begin the pre-operation of the Guapimirim Pipeline — Comperj I (Gaserj). Now, the state-owned company will have a total of 90 days with the validity of the document, but faces problems of delays in the development of the GasLub Hub project, which is the destination of Gaserj.

The petroleum, gas, and other fuels sector received good news in this week’s publication of the Official Gazette of the Union, as ANP announced the authorization for the pre-operation of Gaserj for Petrobras.
The state organization will be able to continue the project now and will have a total of 90 days with the validity of the document to proceed with its pre-operation in the pipeline.

The authorization for the pre-operation of Gaserj is available for public consultation at the link, and you can check more details about ANP’s grant to Petrobras. The pipeline has a total territorial extension of 11 km and a maximum flow capacity of 7 million cubic meters per day.
The line originates from the Cabiúnas — Reduc Pipeline, from NTS, in Cachoeiras de Macacu (RJ). In addition, the destination of the pipeline will be the GasLub Hub (formerly Comperj), in Itaboraí (RJ).
To this end, the natural gas produced in the pre-salt region of the Santos Basin by the state company will go through the drainage process following the route of the Rota 3 pipeline to the GasLub Hub, where it will be processed.
Shortly after that, the gas will be transported by Gaserj to the NTS network. Despite this, Petrobras faces the problem of delays and complications regarding the GasLub Hub project to operationalize the transportation of fuels, due to issues with the Kerui-Método consortium.
Pre-Operation of Gaserj is Authorized by ANP, but the State-Owned Company Faces Problems with Kerui-Método in the Development of the GasLub Hub Project
Although ANP granted the necessary authorization for the development of the pre-operation of Gaserj, Petrobras will still face the problems with the project of the GasLub Hub amidst this scenario. This is because the Rota 3 Project, which includes the Rota 3 pipeline and the UPGN of the GasLub Hub, is significantly delayed in the state-owned company’s schedule for the initiative.
The Kerui-Método consortium, responsible for the project to construct the gas processing unit, recently carried out a mass layoff of over 2,000 employees, thus bringing a series of impacts to the works schedule of the structure.
Consequently, the oil company is analyzing a new date for the project’s completion, which was previously scheduled for the second half of the year. According to an official statement from the state company in recent weeks, “Petrobras has made every effort to avoid a shutdown and is evaluating actions to minimize impacts on the completion of the works. The new estimated date for the asset’s entry into operation will be communicated after the relevant assessments are completed.”
Additionally, the company responded to rumors about problems with the contract with Kerui-Método, stating that it is up to date with all processes with the consortium.
Thus, the development of the pre-operation of Gaserj, destined for the GasLub Hub, will be the main focus of the company while it does not resolve the issues with the consortium.
