After Espírito Santo, Minas Gerais Is the Second State to Freeze ICMS on Diesel

The State of Espírito Santo Was the First to Freeze ICMS on Diesel, Now It’s Minas Gerais’ Turn, Which Will Do the Same Starting This Tuesday (26).

After ES announced it would freeze ICMS, Minas Gerais also announced the freezing of taxes on diesel in the state. The announcement was made by Romeu Zema (Novo), the state governor, on his social media on Monday (25). The MP has not yet been published; however, Zema stated that the increases in fuels, which occur due to Petrobras’ adjustments, led to this action. The governor of Minas Gerais also stated that the increases directly impact the cost of living for miners.

Diesel Accumulates a 38.18% Increase in Minas Gerais

According to the latest fuel price survey conducted by the National Petroleum Agency (ANP), diesel has seen a 38.18% increase this year alone, being sold at an average of R$ 4.983. Shortly after the announcement from the government of Minas Gerais, Petrobras stated it will adjust the price of diesel and gasoline at distributors starting this Tuesday (26).

Diesel prices will rise from R$ 3.06 to R$ 3.34 per liter, amounting to an average increase of R$ 0.28 per liter, which corresponds to a 9.15% increase. If considering the mandatory blend of 12% biodiesel and 88% diesel for the composition of diesel sold at gas stations, the state-owned company’s share in the fuel price will average R$ 2.94 per liter, a variation of R$ 0.24 or 8.89%.

Petrobras stated, in a statement, that it is committed to implementing competitive and balanced prices according to the market, while also avoiding immediate transfers to internal prices.

Minas Gerais Freezes ICMS After Fuel Transporters’ Strike

The governor’s decision to freeze ICMS comes days after a strike by fuel transporters. The movement began last Thursday (21) and included 100% of the tank truck drivers in Minas Gerais.

The protest occurred due to the high costs of diesel and other fuels. The protesters also demanded a reduction in ICMS on diesel from 15% to 12% in the study.

The demonstration resulted in fuel shortages at gas stations in Belo Horizonte, causing concern among drivers about a potential lack of the product. The strike only ended in the afternoon of last Friday (22), and the fuel supply was fully restored by Saturday (23).

ES Was the First State to Freeze Diesel ICMS

The first state to freeze the tax that most affects fuel prices was Espírito Santo on the 27th of last month. The government of Renato Casagrande (PSB) froze the PMPF adjustment for the coming months, during which there will be new price increases for products made from petroleum in Brazil.

The PMPF is responsible for generating the calculation base for the tax assessment on fuel operations and is reviewed every 15 days through surveys conducted by the ANP.

In a statement, the government of ES stated that with each increase in fuel prices, the state would not collect anything from it. And if the price drops, the average price table would be adjusted to continue the downward trend.
