Survey Indicates That Arraial do Cabo Obtains 72% of Its Revenue from Oil, Leading National Ranking and Highlighting Strong Dependence on Royalties in the Municipal Budget.
Arraial do Cabo, in the Lakes Region of Rio de Janeiro, currently holds the top position in the national ranking of economic dependence on oil. According to a recent study, 72% of the municipality’s total revenue comes from royalties and special participations linked to oil activities. This data places the city in a situation of high fiscal concentration, with strong exposure to fluctuations in the energy sector.
The survey is part of the Macroregional Program for Characterization of Oil Revenues (PMCRP), an initiative linked to conditions of Federal Environmental Licensing. The study is conducted by Ibama and financed by Petrobras, focusing on the analysis of revenue distribution and the impact of oil revenues in producing and neighboring municipalities.
Study Analyzes 14-Year Historical Series
To reach the results, PMCRP evaluated a 14-year historical series of data related to oil production in the Santos, Campos, and Espírito Santo basins. The methodology allowed for measuring not only the financial volumes received but also the weight of these revenues within the municipal budgets.

Lakes Region Concentrates Highly Dependent Municipalities
In addition to Arraial do Cabo, other municipalities in the Lakes Region appear among the most dependent on oil in the country. Saquarema records 66% of its revenue linked to oil revenues. Maricá follows closely behind with 63%, while Araruama shows an index of 45%.
These percentages place the region in a negative highlight on the national scene, evidencing a fiscal structure heavily based on volatile revenues. Experts point out that this configuration increases risks during periods of production or international price declines.
Absolute Values Show Leadership of Maricá
When analyzing the gross amounts received, Maricá leads the state ranking. In 2024, the municipality collected R$ 4.2 billion in royalties and special participations. Niterói follows with R$ 2.2 billion, although the weight of these revenues represents 37% of the local budget.
Subsequently, Saquarema received R$ 2 billion in the same period. Arraial do Cabo recorded R$ 547.2 million, while Araruama totaled R$ 525.5 million. These numbers reinforce the economic relevance of oil for public coffers in Rio de Janeiro, although the degree of dependence varies among cities.
Data Inconsistencies Raise Alarm
During the investigation, PMCRP identified an inconsistency of R$ 1.6 billion in the special participations amounts transferred to municipalities by the National Petroleum Agency (ANP). Following a request under the Access to Information Law, the agency acknowledged errors in the open data database.
According to ANP, the records will undergo correction. This episode, however, reinforces the need for greater transparency and accuracy in the disclosure of information, especially in a context where oil plays a central role in financing municipal administrations.
National Ranking Highlights Revenue Concentration
The survey also presented a ranking of the largest oil revenues in the country, considering gross amounts and their proportion in municipal budgets. In addition to the municipalities in Rio de Janeiro, coastal municipalities in São Paulo, such as São Sebastião and Ilhabela, also appear among the most dependent.
The data reveal a scenario where oil remains a financial pillar for various Brazilian cities, while also raising discussions about economic diversification and fiscal sustainability in the long term.
