Portugal Faces Worker Shortage and Adjusts Immigration Rules. Visas Become More Selective, but Essential Sectors Continue Recruiting Skilled Brazilians

Portugal is undergoing an important reconfiguration in its immigration policy while also facing a persistent labor crisis. Various strategic sectors, such as construction, tourism, technology, logistics, and services, are reporting increasing difficulties in hiring professionals.

This combination of scarcity and legislative change creates a particular scenario for Brazilians who wish to work legally in the country.

On one hand, Portugal continues to need foreigners to keep the economy running. On the other hand, new visa rules establish stricter criteria for certain types of work. The moment requires attention and planning.

Labor Shortage Pressures the Country

Recent studies and reports from Portuguese media indicate that the lack of workers has become a structural issue. The aging population, low birth rate, and migration of young people to other EU countries have drastically reduced the available workforce.

Construction companies report delayed projects due to a lack of specialized professionals, while hotels and restaurants struggle to complete teams during peak seasons.

Moreover, the granting of residence permits for CPLP citizens is also undergoing adjustments, requiring more comprehensive documentation and greater proof of employment and means of subsistence.

The changes do not prevent the entry of Brazilians but make the process more selective. Qualified professionals in technology, engineering, specialized construction, healthcare, and renewable energy continue to have strong chances of approval. Lower-skilled positions tend to face more obstacles.

Where There Are Still Opportunities for Brazilians

Despite the new rules, Portugal remains dependent on foreign workers to maintain essential sectors. Companies continue to recruit in Brazil, especially in technical areas. Salaries in technology and engineering are more attractive, while sectors like hospitality and logistics are still offering jobs, but with an increasing demand for proven experience.

Even with the higher cost of living in major cities, many Brazilians still consider the move advantageous, especially due to stability, security, and the opportunity to build a career in a European economy.

What to Expect in the Coming Months

Experts and migration consultancies indicate that Portugal will continue to adjust its visa policy over the coming years. The trend is towards a more agile yet stricter system, prioritizing those who arrive with proven qualifications or a concrete job offer. At the same time, the demand for labor shows no signs of reduction and should sustain the growing presence of Brazilians in the country.

For those considering relocating, the ideal is to closely follow official updates, seek qualifications that enhance employability, and carefully evaluate job offers and living conditions in the main Portuguese cities.
