The Opening of Registrations for Casa Paulista Involves 14 Thousand Housing Units in 106 Municipalities of São Paulo, Adds 607 Units in the Capital, and Launches the First Phase of Safe Housing, with 250 Units Reserved for State Public Security Agents, According to Announcement at the Palácio dos Bandeirantes
The Casa Paulista will open registrations for the draw of 14 thousand new housing units in 106 municipalities in the State, distributed across 16 administrative regions, in addition to 607 units in the São Paulo capital, including 250 designated for public security agents, expanding housing access and structuring new modes of service.
The announcement of the opening of registrations took place at an event held at the Palácio dos Bandeirantes on the morning of this Wednesday (4).
The 14 thousand housing units will be distributed across municipalities in all administrative regions of the State, expanding the territorial reach of São Paulo’s housing policy.

In the capital, there will be a specific draw for 607 units classified as Social Interest Housing HIS2, aimed at families with incomes of three to six minimum wages, and Popular Market Housing HMP, designated for incomes between six and ten minimum wages.
Of the total expected in the capital, 250 units will be reserved for state public security agents. This reservation is part of the first batch of properties from the Safe Housing Program, aimed exclusively at professionals in the field.
Distribution of Units and Target Audience
Police officers, civilians, military, technical-scientific, and penal professionals who meet the requirements defined by the program will be able to participate in the draw.
Participation is conditioned on the expression of interest in notices already published by the departments of Public Security and Penitentiary Administration.
The housing units designated for these professionals are distributed across the central, north, south, and west zones of the city of São Paulo.
The territorial segmentation seeks to attend to different urban regions within the capital of São Paulo.
The construction of HIS2 and HMP units is legally provided for in the State’s housing policy. The initiative is also included in CDHU’s business plan, aiming to diversify services and increase the average ticket of the housing portfolio.
Safe Housing Program and Access Criteria
The Safe Housing Program was launched in September 2024. Since then, it has been regulated and now includes notices of expression of interest published by the departments responsible for state public security.
From the lists of applicants in these notices, the first units for financing by CDHU will be made available. The model sets specific eligibility criteria to ensure access for professionals classified within the defined income brackets.
According to the program rules, interested civil servants cannot be property owners, nor have an active residential mortgage anywhere in the country.
They also cannot have previously benefited from permanent housing assistance.
Financial Rules and Commitment Limits
According to program data, approximately 90% of the personnel from the Department of Public Security and 96% of the professionals linked to the Department of Penitentiary Administration are within the income brackets eligible to participate.
The Safe Housing program establishes a maximum commitment of 20% of the family income for beneficiaries with up to five minimum wages, with annual adjustment by IPCA. There is also an alternative commitment of 30%, without annual inflation adjustment.
The installments of contracts signed with beneficiaries will preferably be deducted from the payroll of the originating agency. The resources for the program’s execution will come from the current budget of the Department of Urban Development and Housing.
Permanent Priority for Security Agents
In addition to the units specifically reserved for Safe Housing, the prioritization rules for security agents in CDHU projects remain valid. In each constructed set, four drawn units are allocated to these civil servants.
With the new round of registrations for Casa Paulista, the State simultaneously increases the volume of housing offered, diversifies housing modalities, and consolidates instruments aimed at strategic audiences in public administration.
