“The new road will help alleviate traffic without compromising the flow of cargo, which will continue to use BR-280,” explained the mayor.

É, o objetivo é claro. É um prefeito preocupado com o trânsito. Ele quer ver o trânsito fluir. É por isto que não sobra dinheiro pra educaçâo, saúde e manutenção das pontes, porquê os prefeitos estão preocupados com o trânsito…
A mobilidade urbana precisa ser conquistada através de estudo. Dizer que uma ponte vai aliviar congestionamentos antes vai precisar dos estudos de acesso e controles de tráfego dentro de uma área de influência. Pra isso é necessário estudos de tráfego baseados em fundamentos da engenharia através de pesquisas, análise e simulação. Tendo isso justificado e com um projeto básico não é difícil conseguir recursos do governo federal e até mesmo provenientes da ONU.
