The Federal Government Plans To End The Requirement For Lessons In Driving Schools For Those Who Want To Obtain A Driver’s License. The Proposal Aims To Drastically Reduce Costs, Combat Informality, And Expand Access To The Document, Especially Among The Poorest.
The federal government is considering eliminating the requirement for lessons in driving schools for those who wish to obtain their first Driver’s License.
This information was confirmed by the Minister of Transport, Renan Filho, in an interview with GloboNews this Tuesday (29).
The measure could reduce the cost of the document by more than 80%, allowing millions of Brazilians to finally regularize themselves as drivers.

Abusive Costs
Today, to obtain a Driver’s License in Brazil, a citizen must spend between R$ 3,000 and R$ 4,000, an amount considered to be prohibitive by many families, especially those with low income.
“The citizen cannot afford this,” stated the minister. “When the cost of a document is prohibitive, what happens? Informality.”
Renan Filho argues that this reality leads millions of people to drive without a license.
According to him, around 20 million Brazilians are already in this situation, and another 60 million are of driving age but still do not have the document. “The research we conducted pointed to cost as the main reason,” he said.
With the change, the government estimates that the cost of the Driver’s License could drop to a value between R$ 600 and R$ 800 — a savings of up to R$ 3,200 compared to the current price.
Combating The Mafias Of Driving Schools
Another point raised by the minister is the problem of fraud and schemes involving driving schools and examinations. According to him, the current model creates economic incentives that favor mafias. “It is so expensive that it is not enough for a person to pay the high price once. Those who can pay are often led to fail in order to have to pay again,” he said.
In the government’s view, simplifying the process and reducing costs eliminate this cycle. “It removes the economic incentive for the creation of these mafias,” declared Renan Filho.
Economic Impact
Currently, Brazil issues between 3 and 4 million Driver’s Licenses per year.
With the current prices, this represents an expense between R$ 9 billion and R$ 16 billion for the Brazilian population — an amount that, according to the minister, could be redirected to more productive sectors of the economy.
Without Need For Congress
Renan Filho also stated that the proposal could be implemented through regulation, without the need for legislative approval.
According to him, it is merely a regulatory change.
Supervision will continue with the responsible agencies, such as the National Traffic Department (Senatran) and the State Traffic Departments (Detrans).
