With a Growing Demand in the Oil and Gas Sector in the International Market, CNPE Approved a New Resolution Aimed at Ensuring the Stimulation of Oil and Natural Gas Production in Brazilian Marginal Fields in Order to Take Advantage of the Potential of the Places.
The National Energy Policy Council (CNPE) approved, on Thursday (06/23), a new resolution with measures to bring new perspectives to the production of natural gas and oil in marginal fields in Brazil. Thus, the body aims to partner with the National Agency of Petroleum (ANP), so that it can regulate this exploration with new benefits that attract producing companies of these fuels in Brazilian territory.
CNPE’s New Resolution Regarding Marginal Fields in Brazil Aims to Stimulate Production in the Locations and Ensure an Increase in the Supply of Natural Gas and Oil in the Country
This Thursday was marked by the announcement of a new CNPE resolution regarding oil and gas fields with economic viability or marginal production, the so-called marginal fields, which are those that, for various reasons (including production decline), cease to be profitable for a particular operator but are still operational. Thus, the body intends to attract the attention of the national oil and natural gas market for the development of new exploration ventures in these locations.
Therefore, the Ministry of Mines and Energy stated that the new resolution and the search for incentives for production in marginal fields align with the objectives of the Revitalization and Incentive Program for Maritime Fields Production (Promar), which was created in 2020.

Therefore, the Council advises the optimization of regulation “to encourage modernization, deregulation, simplification, and regulatory agility.” This is a necessary measure to provide increasingly clear rules and norms regarding the production of natural gas and oil in these locations, as a way to ensure more security for companies interested in the sector.
ANP Has Already Made Some Changes in the Regulation of Marginal Fields and CNPE Expects Production Stimuli for Oil and Natural Gas to Grow
During the month of May 2022, the ANP already made a series of changes to the resolution for the classification of fields in a marginal situation in the country and released studies regarding the locations. Therefore, the CNPE now hopes that, due to these changes, more assets will be classified as marginal and will be eligible, in the future, to benefit from incentives implemented by the ANP, such as the reduction in royalty rates for these resources.
Additionally, the Secretary of Oil, Natural Gas, and Biofuels of the Ministry of Mines and Energy (MME), Rafael Bastos, has previously stated that the new ANP resolution could cover more than 280 fields for the marginal fields situation.
And with this, it would be possible to make significant investments in the production of oil and natural gas over the coming years, stimulating the Brazilian market for these fuels.
Now, the CNPE awaits a position from the ANP regarding the measures taken to encourage companies in the production of fuels in the areas of marginal fields, as a way to stimulate economic growth in Brazil and take advantage of the reserves in these locations.
