In the middle of the Saudi desert, a factory that did not exist two years ago is changing the global clean energy landscape. The NEOM green hydrogen is a joint venture between NEOM, ACWA Power, and Air Products, each holding a 33.33% stake. The total investment reaches $8.4 billion, and construction has already achieved 80% progress across all sites by the first quarter of 2025.

How the conversion of sun and wind into clean fuel works

The plant harnesses NEOM’s abundant natural resources — constant sun and strong winds — to generate 4 GW of renewable electricity. This energy powers the electrolyzers that separate water into hydrogen and oxygen. Consequently, the hydrogen is converted into green ammonia for global transport and export.
The project received industrial licensing from the Saudi Ministry of Industry and Mineral Resources in January 2023, becoming the first licensed NEOM green hydrogen venture in the kingdom. Additionally, the financial close mobilized 23 banks and international institutions in May 2023. The global trend of investing billions in energy technology finds its most ambitious example in this project.
What NEOM green hydrogen promises — and what still needs to be proven

The climate impact is significant: up to 5 million tons of CO2 avoided per year, decarbonizing sectors such as transportation, aviation, shipping, and heavy industry. Therefore, the project contributes to a regional hydrogen market estimated at SAR 750 billion by 2050.
However, the operation date has already been adjusted from 2026 to 2027 in recent updates. Additionally, logistical challenges in the desert and reliance on emerging technologies may cause further delays. Still, with 80% of construction completed and financing secured, NEOM green hydrogen is the most concrete project in the world in the race for the fuel of the future.
