Rio Grande do Norte Achieves 5 GW Wind Power Generation Milestone in May, with Outlook for Major Offshore Projects to Be Built
In May, the state of Rio Grande do Norte surpassed the mark of 5 GW of wind power generation capacity, representing about 27.5% of the “clean energy” production capacity in Brazil. Rio Grande do Norte continues to be the national leader in renewable energy production, with 177 parks in operation, 52 under construction, and 64 already contracted. Combined, all projects total 9.6 GW of capacity, according to data from the National Electric Energy Agency (Aneel). The state still has projects to produce energy offshore. Wind Power Generation Capacity
Considering all energy sources, wind power represents 88% of production in the state of Rio Grande do Norte, which has become an energy exporter, consuming less than it produces. In Brazil, this energy matrix represents only 13.6% of production. The largest wind power producers are: Rio Grande do Norte – 5 GW; Bahia – 4.9 GW; Ceará – 2.39 GW; Piauí – 2.35 GW; Rio Grande do Sul – 1.8 GW.
The coastline of the state of Rio Grande do Norte is also increasingly targeted by companies wanting to produce wind energy offshore. According to Hugo Fonseca, coordinator of energy development at the State Department of Energy Development, at least four offshore wind energy projects are awaiting licensing from Ibama.

According to the coordinator, only two of these offshore projects could have double the production capacity of the entire state today, emphasizing that the expectation was for offshore production to become a reality in 10 years. However, with growing interest, the estimate is that this could happen between 2027 and 2028.
Future Offshore Energy Ventures in Rio Grande do Norte
Rio Grande do Norte is also preparing to produce a “atlas” of winds and sunlight – so that interested companies can consult real-time energy production capacity – starting studies on the feasibility of an offshore port-industrial complex.
One of the functions of the port-industrial complex would be precisely to produce parts for the construction of plants to be installed at sea. For Hugo Fonseca, one of the obstacles for the new sector is the lack of regulation on the subject in the country, since production at sea would occur in an area that belongs to the Union. Recently, a bill was presented by Senator Jean Paul Prates (PT) from Rio Grande do Norte, which foresees the creation of a regulatory framework for the exploration of energy along the Brazilian coast, whether wind, solar, or tidal. The PL 576/2021 is still awaiting processing.
