With Investment of R$ 544 Million, Largest Asphalt Package in History Promises to Pave 33 Neighborhoods, Expand Drainage and Begin Works Starting in 2026 in Campo Grande

The largest asphalt package in the history of Campo Grande is set to come to fruition with an investment of R$ 544 million in road infrastructure. The city hall expects to use this amount to pave over 400 km of streets by 2028, in an urban offensive that mainly targets regions that still deal with mud, dust, and access difficulties. For the municipal administration, the program is consolidated as the largest asphalt package in the history of the capital of Mato Grosso do Sul, both for the volume of resources and the number of neighborhoods served.

Today, Campo Grande still has around 1,050 km of unpaved roads, which is equivalent to almost one-third of the urban road network. The official goal is to pave approximately 38% of these dirt roads, benefiting 33 neighborhoods in different regions of the city. At the same time, the project includes drainage and resurfacing in already paved areas, in an attempt to combine infrastructure expansion with the maintenance of the existing network.

How the Largest Asphalt Package in History Will Be Financed

The financing of the program has been structured in several fronts.

The main source is credits from the Federal Government, authorized after signing an agreement with the Ministry of Finance and the approval of a Fiscal Stability Plan by the National Treasury Secretariat, which expanded the municipality’s borrowing capacity.

In addition, R$ 100 million in amendments from the federal bench complement the financial design, reducing pressure on the local treasury and allowing the largest asphalt package in history to be contracted in phases.

In the first stage, the city hall plans a bid in the order of R$ 236 million, primarily focused on paving and drainage systems in the most critical areas.

When the Works Should Begin and What Is the Timeline

The timeline released by the Secretariat of Infrastructure and Public Services forecasts that the bidding for the first stage will be completed by February 2026, with actual work beginning in April 2026.

From then on, contracts should proceed in phases, with an execution forecast until the end of 2028, when the city hall hopes to reach the milestone of more than 400 km of paved roads.

According to Secretary Marcelo Miglioli, the strategy is to maintain rigorous planning, avoiding stoppages due to lack of funds or project issues.

The logic is to distribute work fronts among different regions, prioritizing structural streets that guarantee access to schools, health units, bus corridors, and commercial areas.

What Will Be the Impacts on the Streets and the Routine of the Residents

In practice, the largest asphalt package in history is expected to cause direct changes in the daily lives of residents in the 33 benefited neighborhoods.

The city hall is working with a projection of about 1.5 million square meters of pavement, which represents not only coverage of dirt roads but also the qualification of routes already used by public transport and service vehicles.

Before the works, many of these areas struggle with muddy streets, mudslides on rainy days, intense dust during dry spells, and difficulty of access for ambulances, garbage trucks, and school transport. With the program’s advancement, the expectation is:

Better Mobility, with reduced travel time and increased safety for pedestrians and drivers

Less Dust and Mud, which tends to alleviate respiratory issues and accidents during rainy periods

Increased Property Value, as paved neighborhoods attract new services, commerce, and private investments

Drainage, Sewage and Resurfacing: What Is Included in the Package

The main focus is asphalt, but the program’s design goes beyond just a simple layer of paving.

The contracts foresee the installation of drainage systems, with galleries, catch basins, and drainage devices to reduce flooding and erosion.

Without adequate drainage, the pavement deteriorates faster, increasing maintenance costs and reducing the lifespan of the works.

In parallel, the city hall plans to coordinate the advancement of paving with the progressive expansion of the sewage network and a resurfacing program for already paved roads, with bidding scheduled for 2026.

The idea is that the largest asphalt package in history also serves as a lever for other infrastructure fronts, avoiding a scenario where paving is done first and only later trenches are opened to install pipelines.

The Relationship Between the Asphalt Package and Other Infrastructure Works

The paving effort is accompanied by a set of other strategic interventions in Campo Grande. Among the works cited by the municipal administration are:

Viaduct in the Coca-Cola region, aimed at reducing traffic conflicts at one of the city’s crucial access points

Renovation of the old bus station, with the installation of an air-conditioning system and requalification of the space

Bus corridors and new boarding stations on Marechal Deodoro, Gunter Hans, and Bandeirantes avenues

Partnerships with the State Government for works in neighborhoods such as Itamaracá, Itatiaia, and Moreninha

These interventions, combined with the largest asphalt package in history, constitute an infrastructure agenda that attempts to simultaneously address mobility, public transport, drainage, and urban requalification.

Challenges That Still Need to Be Faced

Despite the scale of the program, the challenge for Campo Grande does not end with R$ 544 million.

Even with paving more than 400 km by 2028, there will still be remaining mileage of unpaved roads, in addition to the ongoing need to resurface the 3,500 km of already paved roads.

Another sensitive point is the expansion of the sewage system, which remains one of the structural bottlenecks in the city.

Without coordination between paving, drainage, and sanitation, the risk is losing some of the gains through successive patches to the pavement and high maintenance costs.

Therefore, technicians and managers insist on integrated planning, with timelines aligned between the city hall, utility companies, and state government.

In the long term, the largest asphalt package in history will only be considered successful if, in addition to the immediate impact on mud and dust, it manages to reduce road maintenance costs, enhance access to public services, and strengthen the business environment in the benefited neighborhoods.

Á ids idéias são excelentes pois os nossos queridos parlamentares não podem só enxugar gelo o ano todo investindo os nossos impostos pagos só em benefícios de fazer politicagem eles precisam fazer Projetos em benefícios em prol da população isso é ser inteligente como fizeram com o meu querido bairro Nova Lima no qual eu moro e sou o vice presidente assim como eu quero q façam tbm no jd Columbia abraços
