The Federal Government received 23 requests from 12 private entities interested in the construction and operation of 7.501,79 km of railroad
Last Monday (25/10), the Federal Government's program called “Pro Trilhos”, which encourages the expansion of the national railway network through the granting instrument by authorization, reached a total of R$ 100,03 billion in planned investments. Projects for the construction of new railways
The 23 projects for the construction of new railway sections were formulated by 12 private investors interested in building and operating railway segments and total 7.501,79 kilometers of new tracks, crossing 14 units of the Federation. Requests for new projects meet historical demands of rail transport regarding the provision of new routes and the inclusion of more operators in the railway offer for the flow of mineral, agricultural and container cargo across the country.
Active in the port infrastructure sector, Petrocity presented the third application to the Federal Government to develop a railroad. Now, to operate a segment between Campos Verdes (GO) and Unaí (MG), with 530 kilometers of extension and expected investment of BRL 5,3 billion, as the company also filed orders from São Mateus (ES) to Ipatinga (MG), with 410 kilometers and BRL 4,1 billion in investments, and from Brasília (DF) to Barra de São Francisco (ES), with 1.108 kilometers of extension and BRL 14,22 billion in expected investments.
Minerva Participações e Investimentos SA proposed a 571,3-kilometer railway, connecting the municipalities of Açailândia (MA) to Barcarena (PA). This is the first order made by the company, which intends, with the branch, to create a new alternative for the North-South Railroad (FNS). The venture should require the investment of R$ 5,71 billion.

The Ministry of Infrastructure has received two new applications from mining companies for the construction and operation of railways. According to the folder, Morro do Pilar Minerais proposed a 100-kilometer railroad with an investment of R$ 1 billion, to transport iron ore cargo (solid bulk), connecting Colatina and Linhares (ES). And Brazil Iron Mineração plans 120 kilometers in Bahia, between a railway terminal in Abaíra, and Brumado.
With the new requests filed at the ministry, requests for the creation of lines in the country through the new model of railway authorization launched in September reach 21, or almost R$ 84 billion in investments and 5,6 kilometers of new rails. Requests are analyzed by the team at the National Land Transport Secretariat. Almost 15 of them are in the assessment of ANTT (National Land Transport Agency).
Until the edition of Provisional Measure 1.065, of August 30, 2021 (“MP 1.065/21”), public railways could only be built or operated by private companies, under the concession or permission regime, always through bidding. The Union is the holder of the services (art. 21, XII, “d”, of CR/88), which is responsible, as a general rule, for granting the rail transport service, under the terms of art. 20, of the law on the national road system (law 12.379, of January 6, 2011). For this reason, the Ministry of Infrastructure and the National Land Transport Agency (ANTT) will be responsible for implementing the changes brought about by the new railway regulatory framework.
